Smart Sustainable Cities Profile Voznesensk Ukraine

The purpose of this study is to analyse the city of Voznesensk by using the Key Performance Indicators (KPIs) for Smart Sustainable Cities and support the municipality in setting priorities for action. The KPIs have been developed by the UNECE with the International Telecommunication Union (ITU) and 14 other UN bodies, as well as other partners in the global United for Smart Sustainable Cities (U4SSC) initiative. In 2016, the Ukrainian Ministry of Regional Development, Construction and Housing and Communal Services appointed Voznesensk as their pilot city for the United Smart Cities programme and requested the UNECE to prepare a Smart Sustainable Cities Profile. The UNECE together with the United Nations Development Programme and a team of international and local experts developed this Profile for Voznesensk based on a research mission and stakeholders’ consultation which took place in Kyiv and Voznesensk in December 2017. This summary provides an overview of the city’s situation, the analysis of its economic, environmental and socio-cultural indicators and policy recommendations.

This Smart Sustainable City Profile presents the outcomes of the city evaluation against the Key Performance Indicators (KPIs) for Smart Sustainable Cities (SSCs) and proposes actions to improve progress towards achieving the Sustainable Development Goals (SDGs). Based on the KPI evaluation, this profile makes a series of recommendations to further accelerate the progress of Nur-Sultan towards achieving the SDGs. They suggest improvements in areas such as solid waste management, public building sustainability, urban and spatial planning, decent-quality affordable housing, and the availability of urban data.

The term district heating refers to a system of centralised heat production and distribution, typically for urban areas. This publication examines the benefits of district heating, particularly for transition economies, in terms of economic development, environmental aspects, energy security and sustainability, as well as considering policy options and priorities that individual countries can adapt to their own needs. Although it focuses on the countries of the former Soviet Union, Central and South East Europe, the discussion of policy issues can be applied in many other OECD countries.

Soil Organic Matter (SOM) represents an active and essential pool of the total organic carbon on the planet. Consequently, even small changes in this SOM carbon pool may have a significant impact on the concentration of atmospheric CO2. Recent new understanding of the chemical nature of SOM indicates that innovative and sustainable technologies may be applied to sequester carbon in agricultural soils. Overall results of the project have been applied to develop an innovative model for the prediction and description, both quantitatively and qualitatively, of carbon sequestration in agricultural soils.
