Social Policy and Change in East Asia is a collection of essays from a group of indigenous East Asian social policy researchers who met bi-annually to discuss social development issues. The book’s focus is the policy responses of respective East Asian government since the 2008 financial tsunami struck the region. Together, the essays in Social Policy and Change in East Asia argue that traditional social policy approach has failed to account for the problem of economic volatility and to devise policy measures that can promote long-term stability. Avoiding a static and Eurocentric approach, the authors of this book seek to unravel the meaning of the social development approach in various policy contexts. This book supports a dynamic understanding of social policy formulation that does not neglect the problem of economic turbulence in policy and planning.

Social Policy has been a key dimension of dynamic economic growth in East Asia's 'little tigers' and is also a prominent strand of their responses to the financial crisis of the late 1990s. This systematic comparative analysis of social policy in the region focuses on the key sectors of education, health, housing and social security. It sets these sectoral analyses in wider contexts of debates about developmental states, the East Asian welfare model and globalization.

Dramatic socio-economic transformations over the last two decades have brought social policy and social welfare issues to prominence in many East Asian societies. Since the 1990s and in response to national as well as global pressure, there have been substantial developments and reforms in social policy in the region but the development paths have been uneven. Until recently, comparative analysis of East Asian social policy tends to have focused on the established welfare state of Japan and the emerging welfare regimes of four Tiger Economies. Much of the recent debate indeed preceded Chinas re-emergence onto the world economy. In this context, this Handbook brings China more fully into the contemporary social policy debates in East Asia. Organised around five themes from welfare state developments, to theories and methodologies, to current social policy issues, the Handbook presents original research from leading specialists in the fields, and provides a fresh and updated perspective to the study of social policy. Providing a comparative international approach, this Handbook will appeal to academics, researchers and students at both undergraduate and postgraduate levels working in the fields of social policy, as well as policy makers and practitioners who are interested in social policy lessons from other societies.

East Asia is at the heart of the global economic transformation, and the countries of the region are witnessing rapidly changing labour markets, alongside the pressure to cut production costs and lower taxes in order to become successful ‘competition states’. These changes have resulted in increased welfare demands which governments, organizations and agencies across the region have had to address. This book examines welfare regimes in the Greater China region, encompassing mainland China, Hong Kong, Macao and Taiwan. In so doing, it explores the ways in which the rapid growth and internationalisation of the economy across Greater China is presenting new social policy challenges that governments, social welfare organizations and agencies in the region are having to respond to. Rather than simply describing and categorising welfare systems, the contributors to this volume add to our understanding of how one of the major economic transformations of the contemporary era in East Asia is shaping welfare provision in the region. In turn, in this context of economic change, they examine the new strategies and measures that have been adopted in order to reduce the heavy burden on the state in terms of welfare provision, whilst also attempting to diversify funding and provision sources to meet the pressing welfare needs. Based upon extensive fieldwork by leading scholars of social policy, this book will appeal to students and scholars of Asian social policy, comparative development and social policy, social welfare and Chinese studies.

Comparative social policy has long neglected welfare development in Asia. Not much is known about social welfare in the economically successful East Asian tigers (Hong Kong, Korea, Singapore and Taiwan). They are late starters in social welfare but each has its own trajectory of welfare development. Despite the presence of extensive social welfare, they have shied away from western-style welfare states. The presence of strong developmental states and their development ethos explain in large part the underdevelopment of state welfare.

Contemporary Asian society is marked by social processes associated with the loss of stable economic growth and high employment; family structures capable of caring for family members in need; and governmental economic and political competence. Post-financial crisis job uncertainty and income and labor market polarization have become important issue in Asian societies. Family structures are viewed as have been weakened, with a corresponding rise in divorce and domestic violence. Trust in the government is in decline. Against this backdrop it is timely to review three critical issues: 1) policies addressing work-related risks and socio-economic security; 2) changes regarding the structure and stability of families; and 3) issues concerning governance in times of weakened state capacity, declining trust, and the emergence of new politics. Containing chapters written by international scholars, this book introduces the concepts and theoretical approaches of risk and risk and governance and places them within the context of Asian societies.

This book looks at the role of social policy and particularly social security in addressing the ongoing challenge of poverty in East Asia despite the region’s spectacular experience of economic growth in decent decades. The East Asian miracle resulted over the last four decades in a transformation of the region’s traditional agrarian economies and significant increases in standards of living for many ordinary people. Even though it was given little attention, poverty has remained an ongoing problem. The problem became particularly evident however with the Asian financial crisis of 1997 when many low income and middle class workers became unemployed. As a result of this crisis, the need for effective social policies and social security programs were recognized. The idea that economic growth would solve the problem of poverty was increasingly challenged. Even in China today, where rapid growth has created new employment opportunities and the promise of prosperity for many, the government has recognized that the problem of poverty cannot be addressed only through economic growth but that comprehensive social policies must be formulated, and this includes the development of an effective security system.
