Social Policy In An Ageing Society

Around half the world s population live in countries where the fertility rate is far below the replacement rate and where life expectancy is increasing dramatically. Using Singapore as a case study, Social Policy in an Ageing Society explores what might happen in a dynamic and prosperous society when falling births, longer life expectancy and rising expectations put disproportionate pressure on scarce resources that have alternative uses. David Reisman investigates the challenges facing Singapore, where a rapidly rising median age and the growing pressure of the elderly upon medical attention are threatening to disrupt the economic and even the political status quo. The dependency of the old upon the young is becoming a financial and an emotional burden. Health care is swelling in quantity and price. Voluntary and compulsory savings are being used up. New demands for pensions and subsidies are challenging the national ideology of family network and self-reliance. Despite a wealth of prospective problems, the author argues that viable solutions can be found. Discretionary savings can increase. Reverse mortgages can monetise owner-occupied property. China, which is fast on its way to becoming the most powerful economic force in the world, has four unique characteristics that distinguish it from other countries in Asia: (1) The proportion of aging population is growing faster than that of Japan (the country previously recognized as having the fastest rate) and much faster than nations in western Europe. (2) An early arrival of an aging population before modernization has fully taken place, with social policy implications. It is certain that China will face a severely aged population before it has sufficient time and resources to establish an adequate social security and service system for older people. (3) There will be fluctuations in the total dependency ratio. The Chinese government estimates are that the country will reach a higher dependent burden earlier in the twenty-first century than was previously forecast. (4) The government’s fertility policy (single child per family) and its implementation has a strong influence on the aging process. Fewer children are being born, but with more elderly people a conflict arises between the objectives to limit population increase and yet maintain a balanced age structure (Peng and Guo 2001). The intersection of these fourfold factors means that the increased aging population is giving rise to serious concerns among Chinese social policy makers. There is a chronic lack of good resource materials that attempt to make sense of social policy in its relationship to examining the problems and possibilities of human aging grounded in an analysis of economic of social policy in China and impact on rural and urban spaces. Such analysis of China will be covered by conceptual, theoretical, and empirical approaches. The book will also discuss substantive topics of housing, community care, family care, pensions, and mental health. The book brings together a truly world class array of researchers to provide discussions of critical implications of aging social policy and the economic impact in China.

This open access book attends to the co-creation of digital public services for ageing societies. Increasingly public services are provided in digital form; their uptake however remains well below expectations. In particular, amongst older adults the need for public services is high, while at the same time the uptake of digital services is lower than the population average. One of the reasons is that many digital public services (or e-services) do not respond well to the life worlds, use contexts and use practices of its target audiences. This book argues that when older adults are involved in the process of identifying, conceptualising, and designing digital public services, these services become more relevant and meaningful. The book describes and compares three co-creation projects that were conducted in two European cities, Bremen and Zaragoza, as part of a larger EU-funded innovation project. The first part of the book traces the origins of co-creation to three distinct domains, in which co-creation has become an equally important approach with different understandings of what it is and entails: (1) the co-production of public services, (2) the co-design of information systems and (3) the civic use of open data. The second part of the book analyses how decisions about a co-creation project’s governance structure, its scope of action, its choice of methods, its alignment with strategic policies and its embedding in existing public information infrastructures impact on the process and its results. The final part of the book identifies key challenges to co-creation and provides a more general assessment of what co-creation may achieve, where the most promising areas of application may be and where it probably does not match with the contingent requirements of digital public services. Contributing to current discourses on digital citizenship in ageing societies and user-centric design, this book is useful for researchers and practitioners interested in co-creation, public sector innovation, open government, ageing and digital technologies, citizen engagement and civic participation in socio-technical innovation.

Although demographic change has been a widely discussed topic for decades, its scope, social impact and related policy responses leave us with many unresolved social issues. Demographic change is a reality for all European societies but the ways in which it is taking place differ from country to country. Active ageing both as a concept and policy response to the demographic ageing of populations has been widely debated, researched and utilised, informing both policy and practice, and providing a common narrative framework to ageing. However, there continues to be a lack of clarity around the precise meaning of ‘active ageing’. This book explores the way in which social work is critically engaging with the theme of active ageing, in light of, or maybe as a reaction to, the policy responses witnessed within the context of large-scale and rapid demographic change.
