This book addresses the important but understudied question of how social scientific knowledge is entangled in the process of European integration. More specifically, it provides the first systematic introduction to a sociology of knowledge approach to European integration and demonstrates the value of such an approach through empirical illustrations. Drawing on new research in the intersection of sociology of knowledge and political sociology, the book is the first to analyse the entanglement of social scientific knowledge and the development of the EU. The book provides the first systematic mapping of the relations between social scientific knowledge and particular aspects of European integration such as the Euro and monetary governance, constitution- and treaty-negotiation, education policy, enlargement and external relations. The book imports key ideas from the sociology of knowledge, sociology of science and political sociology to cast new light on the field of EU studies and its relation to the EU. The result is a fresh account of European integration, shaped – in often surprising ways – by relatively small groups of people and their particular ideas about economy, law, culture and politics. The European Union is the first full-length treatment of European integration from a sociological perspective. The study of the European Union has historically been a theoretical battleground. Since the 1990s, new theoretical directions such as neo-institutionalism, multi-level governance and constructivism have provided a new impetus. However, despite these new inroads, empirical work has often remained sociologically and empirically underspecified. This volume seeks to bridge the gap between theory and fieldwork by developing an actor-centered political sociology. In doing so, the volume engages in a critical dialogue with the constructivist framework and proposes to build on its insights through a sociological hardening centered on European actors. The renewal of European studies through political sociology is only useful if it generates new understandings through empirical observation. This volume seeks to take a new tack on constructivism by asking what it is that Europe constructs by looking at three areas -- social spaces and professions, policy “problems” and policies, and policy instruments such as the Eurobarometer.

Social Europe is a key topic in the construction of the EU and its institutions. This volume examines the current state of, and perspectives for, Social Europe, as well as key issues in European social policy, including the posting of workers, the impact of the free market and regulations on social convergence, work automation, digitalisation, taxation and democracy in the workplace. The aim of this volume is to identify a course to be followed in integrating the EU’s social policies and point to areas in which co-operation between member states is likely to produce best results. While a Social Europe was previously seen to be a natural consequence of political and economic integration, it is now viewed as a separate area that requires active policies to preserve the European project. The EU’s big question today concerns the level at which this policy should be pursued: the volume’s contributors outline difficulties with harmonising social policies across the Union, but they nevertheless argue that, owing to the common challenges faced by Europe, the idea of a Social Europe must not be abandoned and requires specific action. The volume consists of 11 chapters written by a variety of expert authors, analysing the idea of a Social Europe and proposing ways in which it could be put into practice. Social policy can no longer be seen as derived from economic policy but rather as a separate driver of development that could be of interest to the northern, southern and eastern states of the EU.
