It is sometimes said that, in the 21st century, the country that tells the better story wins, rather than the country whose army can prevail on the battlefield. That ability to attract others, persuade and set the agenda, soft power, plays an increasingly important role in international relations and in Indian foreign policy. However, while most of the rediscovered interest in India has been focused on its hard power attributes, such as its military and economy, this book concentrates on less tangible assets, such as its culture, ideas and people. The first comprehensive analysis of India’s soft power done from an international relations perspective, this book tracks the changes in Indian foreign policy over last two decades to show how soft power strategy, tools and institutions have been given a more prominent place in India’s external affairs. The study evaluates India’s soft power assets and liabilities and shows how the state is trying to make better use of this potential to realise its national interests. It assesses the effectiveness of India’s soft power approach and provides recommendations on possible improvements to make India a major smart power in the future. An intriguing and comprehensive analysis, it will be valuable for students and scholars interested in Indian foreign policy, soft power theory and international relations. Underlining India’s uniqueness, it substantiates the argument that soft power is not confined to the Western world. Thus, it contributes an interesting case study for comparative study of soft powers. India's 'Act East Policy' has been a significant reorientation in foreign policy towards realizing India's big power ambitions. During the initial years, the focus of the policy was on economic and diplomatic connectivity that cantered around the ASEAN. Since then, the policy has evolved to assume greater strategic dimensions with co-operation in security matters and incremental engagement with countries and regions beyond the ASEAN that include East Asia and the whole of Asia-Pacific. India's plans to become a global power depend to a great extent on its becoming a dominant economic actor, political and strategic player and soft power attraction in East Asia and Asia-Pacific. This region is the most vibrant economic arena and crucial strategic site in international politics presently. The changing geopolitical and strategic realities increasingly necessitate a new regional security architecture in the region. Along with its efforts towards economic integration and diplomatic connectivity, India needs to carve out a role in shaping the security structure of the region to deal with issues of maritime disputes and security. This book is a collection of 7 scholarly papers that d

This book offers an understanding of the expectations and challenges of Northeast India in the context of India's Act East policy. It critically examines how the policy is being pursued by the incumbent Bharatiya Janata Party-led central government and analyses its relevance from local perspectives. Contributors to the book provide an examination of the differences between Look East and Act East policy and explanations of the expectations of India's neighboring countries, particularly Myanmar, towards Northeast India. They ask the following questions: a) What is to be done to integrate India’s Northeast region meaningfully into the Act East policy? What is the motive of linking this policy with these states? How is this policy received by the local communities? b) What are the challenges of the Northeast region? What are their needs and priorities? How can these states showcase their potentials to Southeast Asia and East Asia? c) What is the significance of the changes from Look to Act East Policy? Has the regime change affected the continuity in the policy? What are the short- and long-term goals? d) What are the expectations of Southeast Asia and East Asia? By addressing these questions, they bridge the knowledge gaps that exist in the understating of the the Northeast region of India vis-à-vis the Act East policy. The first book to combine a balanced view of India's Act East policy and Northeast India, it will be of interest to policy makers and academics in the fields of Development Studies, International Relations, Northeast India and South Asian Politics.

This book covers themes related to the geosphere, biosphere, sociosphere and ecosphere dealing with changing geographical, environmental and socio-economic realities to plan a sustainable future for the northeast region (NER) of India. The NER consists of eight states—Assam, Arunachal Pradesh, Tripura, Nagaland, Manipur, Mizoram, Meghalaya and Sikkim—and they carry political, economic and social importance. The book integrates the past, present and future of geospheric attributes incorporating progress towards the Sustainable Development Goals (SDGs) to meet the demands for improving human wellbeing under diverse and challenging socio-economic, political and environmental conditions. The key SDGs, as in food and agriculture, health, education, water, energy and other overarching goals of the region, have yet to incorporate providing sustainable jobs and promoting equality and inclusive development, although there have been a few studies in that regard. The challenges to achieve SDGs in the NER are formidable compared to the rest of India. The NER has put a great deal of effort into achieving the SDGs, mainly in poverty (SDG-1), good health (SDG-3), education (SDG-4), gender (SDG-5), decent work (SDG-8) and reduced inequalities (SDG-10), similar to the rest of the country. However, the standard development indicators such as road length, access to health care, power consumption and other measures are far below the national average. A multi-pronged strategy has played a pivotal role in the region, but development strategy to attain the SDGs 2030 must be more inclusive in empowering people with maximising self-governance, considering the resources, needs and aspirations of the people. This book evaluates the performance of the SDGs and fills in the gaps. It includes case studies focusing on different SDGs using advanced cartographic, statistical and GIS techniques and methods. It also provides unique findings that serve as valuable resources for planners and policy-makers so that a sustainable future in Northeast India can be achieved.

This book analyses the nearly 30 years of India–ASEAN relations from a contemporary perspective, identifies the reasons for India’s vibrant and significant relation with ASEAN and examines the cultural, economic, political and strategic linkages between India and ASEAN. The book projects the future of India–ASEAN relations in the face of the changing Indo-Pacific geopolitics and explores potential policies which could enhance the connection between India and Southeast Asian countries. Arguing that ASEAN is of primary importance to India, the book suggests that any successful outing in the Indo-Pacific would need a strong partnership with India. The book demonstrates how external powers influence ASEAN, with many of them supporting the centrality of ASEAN and its regional architecture in the broader Indo-Pacific. Chapters by experts in their fields present thematically specific analyses of political, defence, maritime and cultural aspects as well as the position of Northeast India in the India–ASEAN relations and assess the success and challenges of India’s ties with ASEAN in the context of the Look East and the Act East Policies. A reassessment of ASEAN–India relations past and present, this book will be of interest to academics and policy makers working in the field of International Relations, Asian Politics and South Asian Politics, in particular India’s Foreign Policy and Southeast Asian Politics.

The rise of India and China as two major economic and political actors in both regional and global politics necessitates an analysis of not only their bilateral ties but also the significance of their regional and global pursuits. This book looks at the nuances and politics that the two countries attach to multilateral institutions and examines how they receive, react to and approach each other’s presence and upsurge. The driving theme of this book is to highlight the enduring and emerging complexities in India-China relations, which are multi-layered and polygonal in nature, and both a result and reflection of a multipolar world order. The book argues that coexistence between India and China in this multipolar world order is possible, but that it is limited to a medium-term perspective, given the constraints of identity complexities and global aspirations these two rising powers are pursuing. It goes on to discuss how their search for energy resources, quest to uphold their own identity as developing powers, and engagement in balance-of-power politics to exert authority on each other’s presence, are some elements that guide their non-cooperative relationship. By explaining the foreign policy approaches of Asia’s two major powers towards the growing Asian and global multilateralism, and highlighting the policies they carry towards each other, the book is a useful contribution to students and scholars of Asian Politics, Foreign Policy and International Relations.
