Southeast Asian Perspectives On Security

The conventional understanding of strategic issues in the modern world has been very much a Western-driven phenomenon. That is to say, Western strategists, thinkers and writers have tended to establish the principles of strategic concepts, and to develop theories around them. While there is utility in much Western strategic thought, it is also apt to note that some of it does not have full relevance or validity when applied to a regional setting that is far removed from the geographical boundaries of the Western world. In that connection, this volume is partly intended to serve as an antidote to much of the Western commentary on Asia-Pacific security issues by providing a range of perspectives on those issues from the Southeast Asian point of view. It offers a range of Southeast Asian perspectives on the multifaceted security issues that confront the Asia-Pacific region in the post-Cold War era. That there is no unitary perspective emanating from the region is symptomatic of the very fluid geopolitical situation that characterizes Asia-Pacific security, and, of equal import, the different schools of thought that analysts in the region have chosen to subscribe to.

The economic growth of East and South-East Asia in the context of the global financial crisis has strengthened the view that this region is emerging in the 21st century as the most economically vibrant region in the world. With some of the largest economies, and generally high economic growth rates compared to the rest of the world, it is unsurprising that East and South-East Asia has become the subject of global interest. East Asia’s rise inevitably focuses attention on the issue of China’s emergence as a regional and global power. Such a prospect challenges the current status quo, in which the region is dominated by the USA and its regional allies, and issues in Sino-US strategic relations have raised global awareness of the need to understand this pivotal region better. In addition, the Taiwan issue continues to evoke nationalist sentiments in China, and North Korea continues to threaten regional stability. Non-traditional (or alternative) security issues are also of major importance in the region, including natural disasters and epidemics, as well as challenges relating to human rights and governance, transnational crime, demographic issues, economics and trade and regionalism. This Handbook aims to offer an insight into these issues. The volume is divided into two main sections. The first, International Relations and Security Perspectives, will focus on the international relations of the region, paying special attention to the key state players. The chapter contributions will examine the security perspectives, and foreign and defence policies of these states, as well as key bilateral relationships. The second section will examine key Regional Non-traditional Security Issues, including globalization, transnational health challenges, population growth and the environment.

The 21st century has been described as the "Asian Century." Home to 60 per cent of the world's population and accounting for one-fourth of its Gross Domestic Product, by 2050, Asia will also have three of the worlds largest economies-China, India, and Japan. A dynamic hub in this rising Asia is the Southeast Asian region encompassing diverse countries, peoples and cultures. The 9th Asian Security Conference, organized in February 2007, addressed a range of issues and trends affecting this crucial region and their implications for regional and Asian security. The conference, titled Changing Security Dynamics in South East Asia deliberated on Southeast Asian perspectives on security, the role of external powers both current and also those that were rising, the problems of religious fundamentalism and terrorism, the challenges of maritime cooperation among countries abutting crucial world energy transit routes, the advantages of regional, multilateral organizations in fostering cooperative behaviours, and India's growing role and stakes in this region. The contributors point out that the primary security concerns confronting the region were often internal in nature. On the external front, they note the changing geo-political situation'due to the rise of China, a revitalized Japan, a more active Indian presence, along with the continued primacy of the United States. Stressing that these changes were accompanied by their own sets of opportunities and challenges, they express confidence in the ability of regional organizations like the Association of South East Asian Nations (ASEAN) to deal with the challenges. India and the countries of Southeast Asia have a rich shared history. New Delhi's policy initiatives like the 'Look East's policy have also deepened its economic and security links with the region. Contributors examine different aspects of this growing and multi-faceted relationship, including in meeting the common challenges of energy security, humanitarian and disaster relief, combating trans-national terrorism, among other issues. We hope that this book will contribute to a better understanding of the changing security dynamics in Southeast Asia.

From internal oppression in Burma to interstate conflict in the South China Sea, the people of Southeast Asia face a range of threats. This book identifies and explains the security challenges -- both traditional and nontraditional -- confronting the region. This book traces changes in the concept of security in Asia from realist to cooperative, comprehensive, and human security approaches, and assesses a number of policy alternatives to management of both old and new security threats. It surveys not only orthodox security threats such as tensions between regional powers or armed ethnic antagonists but also new sources of anxiety such as resource scarcity, economic instability, irregular migration, community fragmentation, and international terrorism. Security policies of major powers such as China, Japan, and the United States, and the moderating roles of regional organizations such as ASEAN, ARF, SCO, and KEDO are evaluated in historical and contemporary perspectives. Contributors proffer policy-relevant insights where appropriate. The book concludes that traditional security approaches remain valid but need to be adapted to the new challenges, and offers suggestions for incorporating fresh Asian security perceptions into the agendas of policy-makers, analysts, and scholars.

The term comprehensive security goes beyond simplifications such as us and them; it accounts for all aspects vital to national stability; food, energy, environment, communication and social security. Confidence building methods, preventive diplomacy, energy security, second order cybernetics, transparancy of financial markets are all means to enhance overall stability. Comprehensive Security has become a concept particularly suited for a continent with many powerful countries. An important contribution to one of the key issues of contemporary (Asian) politics.
