Spatial Disparities And Development Policy

"The Berlin Workshop Series 2009 presents selected papers from meetings held from September 30 - October 2, 2007, at the 10th Annual Forum co-hosted by InWEnt and the World Bank in preparation for the Bank's World Development Report. At the 2007 meetings, key researchers and policy makers from Europe, the United States, and developing countries met to identify and brainstorm on agriculture the development challenges and successes that are later examined in-depth in the World Development Report 2009. This volume presents papers from the Berlin Workshop sessions on issues relating to Understanding spatial trends: perspectives and models; new economic geography and the dynamics of technological change-implications for LDCs; perspectives: rural-urban transformation: leading, lagging and interlinking places; spatial disparity and labor mobility; country realities and policy options; learning from Europe's efforts at integration and convergence and spatial policy for growth and equity.

Despite the emphasis of the European Regional Policy on territorial cohesion, regional disparities have been increasing within Europe in the past years. The metropolitan areas in almost all countries are considerably growing while regions outside of agglomerations are stagnating or even declining. Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. This open access volume contributes to the debates about polarisation and regional development by focussing on questions of spatial justice, power distribution and policy transfer. Theoretical and empirically grounded contributions show that European policies are indeed reproducing socio-spatial inequalities instead of challenging them. The book shows further the existing potentials and limits of individuals, economic, political and civil society actors to respond to polarisation on the regional and local level. In this book conceptual thoughts on polarisation, regional policy and regional development are combined with empirical research and resulting implications for policymaking. As such, it is a valuable source for early career students and researchers as well as professionals in the field of regional and economic development, policy consultants, and policy makers.

What exactly is spatial inequality? Why does it matter? And what should be the policy response to it? These questions have become important in recent years as the spatial dimensions of inequality have begun to attract considerable policy interest. In China, Russia, India, Mexico, and South Africa, as well as most other developing and transition economies, spatial and regional inequality - of economic activity, incomes, and social indicators - is on the increase. Spatial inequality is a dimension of overall inequality, but it has added significance when spatial and regional divisions align with political and ethnic tensions to undermine social and political stability. Also important in the policy debate is a perceived sense that increasing internal spatial inequality is related to greater openness of economies, and to globalization in general. Despite these important concerns, there is remarkably little systematic documentation of what has happened to spatial and regional inequality over the last twenty years. Correspondingly, there is insufficient understanding of the determinants of internal spatial inequality. This volume attempts to answer the questions posed above, drawing on data from twenty-five countries from all regions of the world. They bring together perspectives and expertise in development economics and in economic geography and form a well-researched introduction to an area of growing analytical and policy importance.

Discussing the ongoing and future challenges of EU Cohesion Policy, this book critically addresses the economic, social and territorial challenges at the heart of the EU’s policy. It identifies the multifaceted and dynamic nature of the policy as well as the cohesions goal interlinkage with other policies and considers unresolved questions of strategic importance in territorial governance, urban and regional inequalities, and social aspects and wellbeing.

In September 1977 a 'Regional Science Symposium' was held at the Faculty of Economics of the University of Groningen in the Netherlands. Organized because of the recent establishment at the Faculty of Economics of a group that is engaged in teaching and research in the field of regional science, the aim of the symposium was to make university members more familiar with regional science and to introduce the newly created group to the national and international scene. Two separate topics were selected, of potential interest to both re searchers and policy-makers. The first, spatial inequalities and regional development, was chosen because of its central place in regional science. Authors from several disciplines were asked to approach this theme from a general, policy orientated point of view. This ensured the enlightenment of the various dimensions of spatial inequality and its implications for regional policy. The results have been collected in the volume Spatial Inequalities and Regional Development. The second theme focused on spatial statistical analysis. This branch of statistics is a relatively new one which receives growing attention among researchers in the field of applied regional science. The meeting on this topic concentrated on new results of research on the use of appro priate statistical and econometric methods for analyzing spatial data. The papers concerned have been collected into another volume, Explora tory and Explanatory Statistical Analysis of Spatial Data.

Geographical differences in living standards are a pressing concern for policymakers in the Middle East and North Africa (MENA). Economies of agglomeration mean that production is most efficient when concentrated in leading areas. So how can the region reduce spatial disparities in well-being without compromising growth? The solution to spatial disparities lies in matching the policy package to a lagging area s specific characteristics. Key questions include: is the lagging area problem really as serious as one thinks; is it a problem of low economic opportunity or of poor human development; are lagging area populations close enough to agglomerations to benefit from spillovers; and is there manifest private investor interest? Drawing on the World Bank s 2009 World Development Report, Reshaping Economic Geography, the book proposes 3 policy packages. First, all lagging areas can benefit from a level playing-field for development and investment in people. Geographic disparities in the policy environment are a legacy of MENA s history, and gaps in human development are a major component of spatial disparities. Smart policies for the investment environment, health, education, social transfers and urban development can therefore close spatial gaps in living standards. Second, lagging areas that are close to economic agglomeration can benefit from spillovers - provided that they are connected. MENA s expenditure priority is not necessarily long-distance primary connections, but infrastructure maintenance and short-distance connections such as rural roads and peri-urban networks. Public-private partnerships can also bring electronic connectivity to lagging areas. Third, shifting regional development policy away from spatial subsidies towards the facilitation of cluster-based growth will increase the chance of cost-effective impacts. The final chapter of the book examines the institutional prerequisites for effective spatial policy. It argues that MENA s centralized/sectoral structures are not always adapted to governments spatial development agendas, and describes alternative institutional options.

Inequality is one of the major problems of the contemporary world. Significant geographical disparities exist within nations of the developed world, as well as between these countries and those referred to as the ‘South’ in the Bruntland Report. Issues of equity and deprivation must be addressed in view of sustainable development. However, before policymakers can remove the obstacles to a fairer world, it is essential to understand the nature of inequality, both in terms of its spatial and socio-demographic characteristics. This second volume in the series contains population studies that examine the disparities evident across geographical space in the UK and between different individuals or groups. Topics include demographic and social change, deprivation, happiness, cultural consumption, ethnicity, gender, employment, health, religion, education and social values. These topics and the relationships between them are explored using secondary data from censuses, surveys or administrative records. In volume 1 the findings of research on fertility, living arrangements, care and mobility are examined. Volume 3 will focus on ethnicity and integration.
