This book presents concise summaries of cutting-edge research and practical applications across the fields of physical, environmental, and human geography. Ideal for students and practitioners working in spatial planning, the Europeanization of planning agendas and regional policy in general Spatial Planning Systems and Practices in Europe develops a systematic methodological framework to analyze changes in planning systems throughout Europe. The main aim of the book is to delineate the coexistence of continuity and change and of convergence and divergence with regard to planning practices across Europe. Based on the work of experts on spatial planning from twelve European countries the authors underline the specific and context-dependent variety and disparateness of planning transformation, focusing on the main objectives of the changes, the driving forces behind them and the main phases and turning points, the main agenda setting actors, and the different planning modes and tools reflected in the different "policy and planning styles". Along with a methodological framework the book includes twelve country case studies and the comparative conclusions covering a variety of planning systems of EU member states. According to the four "ideal types" of planning systems identified in the EU Compendium, at least two countries have been selected from each of the four different planning traditions: regional-economic (France, Germany), Urbanism (Greece, Italy), comprehensive/integrated (Denmark ,Finland, Netherlands, Germany), "land use planning" (UK, Czech Republic, Belgium/Flanders), along with two additional case studies focusing on the recent developments in eastern European countries by looking at Poland and in southern Europe looking at Turkey.

Central and Eastern European Countries are undergoing a difficult transition process with consequences for spatial development. Europe needs a more bal anced, polycentric system of cities, a new urban-rural relationship, parity of ac cess to infrastructure and knowledge as well as prudent management and devel opment of the natural and cultural heritage. Dealing with these complex challenges and the need for sustainable develop ment politicians requires qualified advice from experts. To this end, the German Ministry for Regional Planning, Construction and Urban Development initiated the Network of Spatial Research Institutes in Central and Eastern Europe (CEE Net) in 1992. Exchange of knowledge and an open dialogue at all levels are pre conditions for the cooperative development of visions and strategies serving spa tial development in Europe. The annual conferences of the network have been a first steps towards closer cooperation. The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. Decisions on spatial development do not stop at national borders and the dis cussion on spatial development in any European region has therefore to take the European context into consideration. A special advantage of this publication is that, as well as focusing on spatial development and research in CEE regions, it also discusses Central and Eastern Europe in a European context.

This book examines some of the evolving challenges faced by EU regional policy in light of enlargement and to assess some of the approaches and trends in terms of territorial development policy and practice that are emerging out of this process. Focusing on the experiences on Central and Eastern Europe, these chapters reflect on the diversity of approaches to spatial planning and the the politics of policy formation and multi-level governance operations – from local to trans-national agendas. Accession to the EU in May 2004 was a historic milestone for the spatial and urban development of the new member states. Meanwhile, the social and economic transition during the pre-accession phase already brought about radical changes in national urban systems and new challenges for regional development. Urban and regional development in the Baltic States and other Central and Eastern European countries has experienced rapid changes since their re-independence at the beginning of the 1990s. Meanwhile, urban and regional planning institutions and organizational cultures in the Baltic States have only changed rather incrementally, despite various national and European pressures for reform. As a consequence, the effects of European cohesion and structural policy measures have been quite modest, and the ability of the planning systems in the Baltic states to manage contemporary trends in urban and regional development has become increasingly limited. This book focuses on these issues and tensions of spatial planning and development in the Baltic States and their distinctiveness compared to other European countries. It provides an overview of the historical and cultural context of spatial development, a discussion of the processes of Europeanization of spatial planning in the specific context of the Baltic States, and an analysis of whether these processes may be leading to policy convergence in the region. This book was published as a special issue of European Planning Studies.

Twenty-five years into transformation, Central and Eastern European regions have undergone substantial socio-economic restructuring, integrating into European and global networks and producing new patterns of regional differentiation and development. Yet post-socialist modernisation has not been without its contradictions, manifesting in increasing social and territorial inequalities. Recent studies also suggest there are apparent limits to post-socialist growth models, accompanying a new set of challenges within an increasingly uncertain world. Aiming to deliver a new synthesis of regional development issues at the crossroads between ‘post-socialism’ and ‘post-transition’, this book identifies the main driving forces of spatial restructuring in Central and Eastern Europe, and charts the different regional development paths which take shape against the backdrop of post-crisis Europe.
