It aspires to be neither a treatise nor a digest in the technical sense, although it has forsaken consistency at tunes in order better to approximate its object of service. It aims to put before the layman and the learned alike, in the most readily accessible form, first, the income and profits tax law and regulations as they exist today, and, second, suggestions and references which may help to a fuller or better interpretation of the law.
