State Foreign Operations And Related Programs Appropriations For 2011 2010 Part 1 111 2 Hearings

On February 1, 2010, President Obama submitted a budget proposal for FY2011 that requests $58.49 billion for the international affairs budget, a 16% increase over the enacted FY2010 funding level. This report analyzes the FY2011 request, recent-year funding trends, and congressional action related to FY2011 State-Foreign Operations legislation.

Ending the U.S. war in Iraq required redeploying 100,000 military and civilian personnel; handing off responsibility for 431 activities to the Iraqi government, U.S. embassy, USCENTCOM, or other U.S. government entities; and moving or transferring ownership of over a million pieces of property in accordance with U.S. and Iraqi laws, national policy, and DoD requirements.
