This book critically investigates the discourses and practices of human security and aims to delve below the stereotypical imageries representing them. Drawing on Foucault and Deleuze, the author approaches human security from a new perspective, with the aim of ascertaining what has been behind and underneath a certain spatio-temporal articulation of human security, and with what political implications and consequences. Each human security assemblage is composed of messy discourses and practices which are loosely related and sometimes even disconnected. This book examines the Canadian and Japanese articulations of human security and establishes the kinds of structural terrains have enabled, shaped, or blocked the unfolding of these versions of human security. The pivotal contention of the book is that Canadian and Japanese articulations of human security have been different because they have grown from completely different domestic economies of power governing the relationship between the state apparatus and the non-profit and voluntary sector. While the Canadian human security assemblage has been shaped by transformations in the country’s advanced liberal model of government, the Japanese has been shaped by the continuities of Japan’s bureaucratic authoritarianism. A novel approach is employed for the related process-tracing: a general series linking structural conditions with actual articulations of the human security projects, and their further development, including analysis of their unintended consequences. This book will be of much interest to students of Critical Security Studies, human security, global governance, foreign policy and IR/Security studies.

This book features a comparative study in intelligence accountability and governance across the Five Eyes: the imperative for member countries of the world's most powerful intelligence alliance to reconcile democracy and security through transparent standards, guidelines, legal frameworks, executive directives, and international law. It argues that intelligence accountability is best understood not as an end in itself but as a means that is integral democratic governance. On the one hand, to assure the executive of government and the public that the activities of intelligence agencies are lawful and, if not, to identify breaches in compliance. On the other hand, to raise awareness of and appreciation for the intelligence function, and whether it is being carried out in the most effective, efficient, and innovative way possible to achieve its objective. The analysis shows how the addition of legislative and judicial components to executive and administrative accountability has been shaping evolving institutions, composition, practices, characteristics, and cultures of intelligence oversight and review in the United States, the United Kingdom, Canada, Australia, and New Zealand using a most-similar systems design. Democracies are engaged in an asymmetric struggle against unprincipled adversaries. Technological change is enabling unprecedented social and political disruption. These threat vectors have significantly affected, altered, and expanded the role, powers and capabilities of intelligence organizations. Accountability aims to reassure sceptics that intelligence and security practices are indeed aligned with the rules and values that democracies claim to defend.

In this book a group of influential and distinguished scholars analyse some of the key questions in contemporary international relations. The book is in three parts. In the first, the lessons and legacies of Cold War are examined, including debates about its rise and fall, and the implications of the superpower nuclear confrontation. Part II asks questions about powers and politics in the post-Cold War world: the USA's potential as a world leader, Russia's troubled future, Japan's potential power, the China syndrome, and Africa's problems. The final part looks further into the future, discussing international organisation, life politics, and the potentialities for human society under the conditions of globalisation. This book offers a systematic examination, analysis and evaluation of Israeli national security statecraft in terms of challenges and responses. Providing an in-depth analysis of Israeli statecraft challenges and responses, this interdisciplinary book integrates social science and security studies with public policy approaches within a long-term historical perspective on the Arab-Israeli conflict. These scholarly approaches are synthesized with extensive personal knowledge of the author based on involvement in Israeli political-security policy making. This book makes use of conceptualizations of statecraft such as 'fuzzy gambling' and interventions with critical mass in ultra-dynamic historical processes to help clarify Israel's main statecraft successes and failures, alongside the wider theoretical apparatuses these concepts represent. When President George W. Bush launched an invasion of Iraq in March of 2003, he did so without the explicit approval of the Security Council. His father's administration, by contrast, carefully funneled statecraft through the United Nations and achieved Council authorization for the U.S.-led Gulf War in 1991. The history of American policy toward Iraq displays considerable variation in the extent to which policies were conducted through the UN and other international organizations. In Channels of Power, Alexander Thompson surveys U.S. policy toward Iraq, starting with the Gulf War, continuing through the interwar years of sanctions and coercive disarmament, and concluding with the 2003 invasion and its long aftermath. He offers a framework for understanding why powerful states often work through international organizations when conducting coercive policies-and why they sometimes choose instead to work alone or with ad hoc coalitions. The conventional wisdom holds that because having legitimacy for their actions is important for normative reasons, states seek multilateral approval. Channels of Power offers a rationalist alternative to these standard legitimation arguments, one based on the notion of strategic information transmission: When state actions are endorsed by an independent organization, this sends politically crucial information to the world community, both leaders and their publics, and results in greater international support.

This book develops a unified theory of economic statecraft to clarify when and how sanctions and incentives can be used effectively to secure meaningful policy concessions. High-profile applications of economic statecraft have yielded varying degrees of success. The mixed record of economic incentives and economic sanctions in many cases raises important questions. Under what conditions can states modify the behaviour of other states by offering them tangible economic rewards or by threatening to disrupt existing economic relations? To what extent does the success of economic statecraft depend on the magnitude of economic penalties and rewards? In order to answer these questions, this book develops two analytic models: one weighs the threats economic statecraft poses to the Target’s Strategic Interests (TSI); while the other (stateness) assesses the degree to which the target state is insulated from domestic political pressures that senders attempt to generate or exploit. Through a series of carefully crafted case studies, including African apartheid and Japanese incentives to obtain the return of the Northern Territories, the authors demonstrate how their model can yield important policy insights in regards to contemporary economic sanctions and incentives cases, such as Iran and North Korea. This book will be of much interest to students of statecraft, sanctions, diplomacy, foreign policy, and international security in general.
