This new work defines national security strategy, its objectives, the problems it confronts, and the influences that constrain and facilitate its development and implementation in a post-Cold War, post-9/11 environment. The authors note that making and implementing national strategy centers on risk management and present a model for assessing strategic risks and the process for allocating limited resources to reduce them. The major threats facing the United States now come from its unique status as "the sole remaining superpower" against which no nation-state or other entity can hope to compete through conventional means. The alternative is what is now called asymmetrical or fourth generation warfare. Drawing from 140 recently declassified documents, this report comprehensively examines the organization, territorial designs, management, personnel policies, and finances of the Islamic State of Iraq (ISI) and al-Qa‘ida in Iraq. Analysis of the Islamic State predecessor groups is more than a historical recounting. It provides significant understanding of how ISI evolved into the present-day Islamic State and how to combat the group.

Asia looks and feels very different now compared to the days of the Cold War. The sense that Asia now works differently can be traced to a single source - the re-emergence of China. China was the dominant power in greater Asia for most of recorded history. This historical norm was interrupted from the early 19th century, too far into the past to be recognisable and readily accommodated by the actors in today's international arena. A powerful China feels new and unfamiliar. Arriving peacefully at mutually acceptable relationships of power and influence that are very different from those that have prevailed for the past half century will be a demanding process. The world's track record on challenges of this kind is not terrific. The Council on Foreign Relations sponsors Independent Task Forces to assess issues of current and critical importance to U.S. foreign policy and provide policymakers with concrete judgments and recommendations. Diverse in backgrounds and perspectives, Task Force members aim to reach a meaningful consensus on policy through private and non-partisan deliberations. Once launched, Task Forces are independent of CFR and solely responsible for the content of their reports.
