This long-term examination of future infrastructure needs examines what will be required, how it will be financed, and how such factors as climate change, globalisation, and urbanisation will affect these needs.

Building on the policy measures in the 10 Year Plan for Transport (ISBN 1851124136) published in July 2000, this White Paper considers factors which are likely to shape the transport system over the next 30 years, and sets out the Government's strategy to address these issues, including an outline of expenditure plans to 2015. The Government's three stated themes, upon which the strategy is built, are: sustained investment over the long term, improvements in transport management, and planning ahead. Issues discussed include: managing the increasing demand for travel and the legacy of under-investment in transport infrastructure; measures to improve the road network, including promoting a public debate on road pricing options and working alongside local authorities to tackle local congestion problems; measures to improve the rail network, including support for Crossrail, the project to create a new east-west railway across London; improving public transport, specifically bus services; promoting walking and cycling as alternatives for local trips; aviation and shipping industries; freight transport; devolved decision-making at local and regional levels; strategic options relating to spatial planning and housing growth; environmental concerns; safety and security issues. The scope of the White Paper extends to England, and to Wales and Scotland in so far as it covers UK policy responsibility. This book assesses the long-term future viability of current business models in electricity, water, rail, and urban public transport and presents policy recommendations.

At the core of the logic of this book is that states engage in infrastructuring as a means of securing and enhancing their territoriality. By positioning infrastructure as a system, there is a presumption that all infrastructures exhibit some degree of mutual dependence. As such, a National Infrastructure System (NIS) is not simply about conventional conceptions of infrastructure based on those that support economic activity (i.e. energy, transport and information) but also about broader hard and soft structures that both enable and are supported by the aforementioned economic infrastructures. Consequently, this book offers an ambitious holistic view on the form of NIS arguing that the infrastructural mandate requires a conception of the state that encapsulates themes from both the competition and the welfare states in infrastructure provision.

It examines how much the region has been investing in infrastructure and what will likely be needed through 2030. Finally, it analyzes the financial and institutional challenges that will shape future infrastructure investment and development.

This book seeks to enhance understanding of the impacts of project setup and its implementation environment on project performance by leveraging information from the study of a rich set of European transport infrastructure project cases. It puts forward a system’s view of project delivery and aims to serve as a strategic tool for decision makers and practitioners. The proposed approach is not limited to specific stakeholder views. On the contrary, it allows stakeholders to formulate their own strategies based on an holistic set of potential implementation scenarios. Furthermore, by including cases of projects that have been influenced by the recent financial crisis, the book aims to capitalise on experiences and provide guidelines as to the design and implementation of resilient projects delivered both through traditional as well as Public Private Partnership (PPP) models. Finally, the book proposes a new Transport Infrastructure Resilience Indicator and a corresponding project rating system that can be assessed with an eye to the future, ultimately aiming to support the successful delivery of transport infrastructure projects for all stakeholders involved.
