A recently discovered work of Gene Stratton-Porter, this work was a prize winner in the American Humane Society's contest of 1893 and was published anonymously. It is the fictional story of the Shanes, a farm family of Indiana in the late 19th century.

This book explores whether the new capabilities made possible by precision-strike technologies are reshaping approaches to international intervention. Since the end of the Cold War, US technological superiority has led to a more proactive and, some would argue, high risk approach to international military intervention. New technologies including the capacity to mount precision military strikes from high-level bombing campaigns and, more recently, the selective targeting of individuals from unmanned aerial vehicles (UAVs) have facilitated air campaigns, supported by Special Forces, without the commitment of large numbers of troops on the ground. Such campaigns include, for example, NATO’s high-level aerial bombardment of Milosevic’s forces in Kosovo in 1999 and of Gaddafi’s in Libya in 2011, and the US operation involving Special Forces against Osama Bin Laden. The development of UAVs and electronic data intercept technologies has further expanded the potential scope of interventions, for example against Islamic militants in the tribal areas of Pakistan. This volume examines three key and interrelated dimensions of these new precision-strike capabilities: (1) the strategic and foreign policy drivers and consequences; (2) the legal and moral implications of the new capabilities; and (3), the implications for decision-making at the strategic, operational and tactical levels. This book will be of much interest to students of war and technology, air power, international intervention, security studies and IR.

This is the story of the Shanes, a farm family of Indiana in the late nineteenth century. Farmer Shane and his son Tom viciously mistreat the animals in and around their farm. Horses are whipped and overworked; cats and dogs are kicked; birds and chickens are shot "for practise" all despite the protests from Mrs. Shane and daughter Edith, the animals' last refuge from the farmers' daily abuse. One day the animals convene a meeting under an oak tree and testify to the cruelty of the Shane men. They determine to go on a sit-down strike/sabotage campaign to pressure Farmer Shane and his son to change their behaviour. But what they truly change in Farmer Shane is far deeper than a dark tendency for abuse - it is a transformation no one ever expected. Gene Stratton-Porter's inspiring work was a prize winner in the American Humane Society's contest of 1893. Many of the earliest books, particularly those dating back to the 1900s and before, are now extremely scarce and increasingly expensive. The intense debate over US targeted drone strikes outside war zones has been limited by the failure to review and assess a considerable body of quantitative research and qualitative material on the impacts of such strikes on terrorist groups and civilians. This book fills an important gap in the literature by conducting a careful and rigorous review of such evidence. It argues that decisions about the use of targeted strikes as a counterterrorism instrument, as well as legal and ethical evaluations of such use, must be informed by our best understanding of the insights that empirical evidence can provide on the effectiveness of strikes and the costs they impose on populations where they occur.
