The freedom of expression and the freedom of information are the indispensable components of free media. Without these two basic rights, an informed, active, and participatory citizenry is impossible. Members of the media require special protections to enable them to operate freely in order to advocate for human rights, public discourse, and the plurality of ideas. In order to improve global understanding of emerging safety threats linked to digital developments, UNESCO commissioned this research within the Organization's on-going efforts to implement the UN Inter-Agency Plan on the Safety of Journalists and the Issue of Impunity, spearheaded by UNESCO. The UN Plan was born in UNESCO's International Programme for the Development of Communication (IPDC), which concentrates much of its work on promoting safety for journalists.

One of the most important political transitions to occur in South Asia in recent decades was the ouster of Nepal’s monarchy in 2006 and the institution of a democratic secular republic in 2008. Based on extensive ethnographic research between 2003 and 2015, Making New Nepal provides a snapshot of an activist generation’s political coming-of-age during a decade of civil war and ongoing democratic street protests.
