Survival Under Dictatorships

Explains how dictatorships rise, survive, and fall, along with why some but not all dictators wield vast powers.

Written as a book for undergraduate students as well as scholars, Surviving Dictatorship is a work of visual sociology and oral history, and a case study that communicates the lived experience of poverty, repression, and resistance in an authoritarian society: Pinochetâe(tm)s Chile. It focuses on shantytown women, examining how they join groups to cope with exacerbated impoverishment and targeted repression, and how this leads them into very varied forms of resistance aimed at self-protection, community-building, and mounting an offensive. Drawing on a visual database of shantytown photographs, art, posters, flyers, and bulletins, as well as on interviews, photo elicitation, and archival research, the book is an example of how multiple methods might be successfully employed to examine dictatorship from the perspective of some of the least powerful members of society. It is ideal for courses in social inequalities, poverty, race/class/gender, political sociology, global studies, urban studies, womenâe(tm)s studies, human rights, oral history, and qualitative methods.

It then analyzes the emergence, survival and fall of democracies and dictatorships in Latin America since 1900. Scott Mainwaring and Aníbal Pérez-Liñán argue for a theoretical approach situated between long-term structural and cultural explanations and short-term explanations that look at the decisions of specific leaders. They focus on the political preferences of powerful actors - the degree to which they embrace democracy as an intrinsically desirable end and their policy radicalism - to explain regime outcomes. A complex array of individual responses to the abuse of power by the state is represented in this book in three horrific episodes in the history of East-Central Europe. The three events followed each other within a span of about ten years: the deportation and murder of Hungarian Jews in Nazi death and labor camps; the Arrow Cross terrorist rule in Budapest; and finally the Stalinist terror in Hungary and East-Central Europe. Through the prism of survival, László Borhi explores the relationship between the individual and power, attempting to understand the mechanism of oppression and terror produced by arbitrary, unbridled power through the experience of normal people. Despite the obvious peculiarities of time and place, the Hungarian cases convey universal lessons about the Holocaust, Nazism, and Stalinism. In the author's conception, the National Socialist and Stalinist experiences are linked on several levels. Both regimes defended their visions of the future against social groups whom they saw as implacable enemies of those visions, and who therefore had to be destroyed for sake of social perfection. Furthermore, the social practices of National Socialism were passed on. And although Stalinism was imposed by a foreign power, some of the survival skills for coping with it were rehearsed under the previous hellish experience.

Can coercive foreign policy destabilize autocratic regimes? Can democracy be promoted from abroad? This book examines how foreign policy tools such as aid, economic sanctions, human rights shaming and prosecutions, and military intervention influence the survival of autocratic regimes. Foreign pressure destabilizes autocracies through three mechanisms: limiting the regime's capacity to maintain support; undermining its repressive capacity; and altering the expected utility of stepping down for political elites. Foreign Pressure and the Politics of Autocratic Survival distinguishes between three types of autocracies: personalist rule, party-based regimes, and military dictatorships. These distinct institutional settings influence the dictators' strategies for surviving in power as well as the propensity with which their leaders are punished after a regime transition. Consequently, the influence of foreign pressure varies across autocratic regime types. Further, the authors show that when foreign coercion destabilizes an autocracy, this does not always lead to democratic regime change because different regimes breakdown in distinct ways. While democratization is often equated with the demise of autocratic rule, it is just one possible outcome after an autocratic regime collapses. Many times, instead of democratization, externally-induced regime collapse means that a new dictatorship replaces the old one. This theory is tested against an extensive analysis of all dictatorships since 1946, and historical cases which trace the causal process in instances where foreign policy tools helped oust dictatorships. Often dismissed as window-dressing, nominally democratic institutions, such as legislatures and political parties, play an important role in non-democratic regimes. In a comprehensive cross-national study of all non-democratic states from 1946 to 2002 that examines the political uses of these institutions by dictators, Gandhi finds that legislative and partisan institutions are an important component in the operation and survival of authoritarian regimes. She examines how and why these institutions are useful to dictatorships in maintaining power, analyzing the way dictators utilize institutions as a forum in which to organize political concessions to potential opposition in an effort to neutralize threats to their power and to solicit cooperation from groups outside of the ruling elite. The use of legislatures and parties to co-opt opposition results in significant institutional effects on policies and outcomes under dictatorship.
