"A centerpiece of the Department of Defense's (DoD's) transformation efforts in recent years has been the move toward making ground forces less reliant on access to foreign-controlled facilities such as harbors, airports, or logistics bases on the ground in their area of operations." "The United States Marine Corps and Army have long maintained expeditionary forces organized and equipped to be rapidly moved and inserted into combat with little reliance on access to local bases or infrastructure. Recognizing the vulnerability of forces that are dependent on local access (as U.S. forces have been in Afghanistan and Iraq), the Department of Defense (DoD) is improving its expeditionary capabilities across all of the military services. Democracy is not easy. Citizens who disagree sharply about politics must nonetheless work together as equal partners in the enterprise of collective self-government. Ideally, this work would be conducted under conditions of mutual civility, with opposed citizens nonetheless recognizing one another's standing as political equals. But when the political stakes are high, and the opposition seems to us severely mistaken, why not drop the democratic pretences of civil partnership, and simply play to win? Why seek to uphold properly democratic relations with those who embrace political ideas that are flawed, irresponsible, and out of step with justice? Why sustain democracy with political foes? Drawing on extensive social science research concerning political polarization and partisan identity, Robert B. Talisse argues that when we break off civil interactions with our political opponents, we imperil relations with our political allies. In the absence of engagement with our political critics, our alliances grow increasingly homogeneous, conformist, and hierarchical. Moreover, they fracture and devolve amidst internal conflicts. In the end, our political aims suffer because our coalitions shrink and grow ineffective. Why sustain democracy with our foes? Since the end of World War II, there have been four times as many civil wars as interstate wars. For a small subset of nations civil war is a chronic condition: about half of the civil war nations have had at least two and as many as six conflicts. This book presents an analytical framework that has been used to identify a set of factors that make civil war more or less likely to recur in a nation where a civil war has recently terminated. The outcome of the previous civil war--whether it ended in a government victory, a rebel victory or a negotiated settlement--as well as the duration and deadliness of the conflict affect the durability of the peace after civil war. The introduction of peacekeeping forces, investment in economic development and reconstruction, and the establishment of democratic political institutions tailored to the configuration of ethnic and religious cleavages in the society also affect the durability of peace after civil war.
