Taking Into Account Environmental Water Requirements In Global Scale Water Resources Assessments

This book presents papers from an international conference, held in Bonn, Germany in February 2005, that dealt with integrated water resources management in industrialized and developing countries. The papers detail such emerging concepts as blue and green water, virtual water, the water footprints of nations, multi-agent modeling, linkages between water and biodiversity, and social learning and adaptive management.

The world's water resources are coming under increasing stress, a stress that will become critical globally sometime during the next century. This is due to the rapidly rising population demanding more and more water and an increasing level of affluence. The book discusses the background to this issue and the measures to be taken over the next 20-30 years to overcome some of the difficulties that can be foreseen, and the means of avoiding others, such as the hazard of floods. It looks at the water resource and its assessment and management in an integrated fashion. This book deals with the economic modelling of water at the global, national and sub-national levels. It presents a multi-faceted analysis and, while it outlines the theories behind various models, its main purpose is to analyse policy issues and present insights arising from modelling, including a chapter analysing the macroeconomic implications of climate change. Arguably the most compelling reason for publishing a book on the economic modelling of water arises from the fact that agriculture accounts for approximately 70% of water used for economic purposes, while only contributing 4% of global income. Given that water is an essential commodity, this discrepancy may in part be symptomatic of an undervaluation of water due to immature and incomplete markets. In turn, this undervaluation has led to an ongoing misallocation of water. When economic models include water accounts that feed into production functions, they model impacts on the marginal product of water. Policies that improve the link between the marginal product and price of water will improve water allocation, while advanced economic models such as those presented here can enhance our ability to explore the possible impacts of improved policy.

The world is faced with a growing number of complex and interconnected challenges. Water is among the top 5 global risks in terms of impacts, which would be far reaching beyond socio-economic challenges, impacting livelihoods and wellbeing of the people. As freshwater resources and population densities are unevenly distributed across the world, some regions and countries are already water scarce. Water scarcity is expected to intensify in regions like the Middle East and North Africa (MENA), which has 6% of the global population, but only 1% of the world’s freshwater resources. Climate change adds to this complexity as it is leading to rainfall uncertainty and extended droughts periods, mostly in arid areas. Increasing water scarcity is now recognized as a major cause of conflict, social unrest and migration and at the same time water is increasingly considered as an instrument for international cooperation to achieve sustainable development. Tapping and assessing sustainably every available option in water-scarce areas is needed as pressure continues to build on limited water resources. The stark fact is that conventional water provisioning approaches relying on snowfall, rainfall and river runoff are not enough to meet growing freshwater demand in water-scarce areas. Water-scarce countries need a radical re-think of water resource planning and management that includes the creative exploitation of a growing set of viable but unconventional water resources for food production, livelihoods, ecosystems, climate change adaption, and sustainable development. Unconventional water resources are generated as a by-product of specialized processes; need suitable pre-use treatment; require pertinent on-farm management when used for irrigation; or result from a special technology to collect/access water.

The growing need for a sustainable supply of clean water for domestic use, agriculture and industry calls for a wider prospective view of the quantity, quality and availability of water resources, and thus for improved methodologies. This publication serves as a methodological guide for undertaking water resources assessment studies in a wide range of hydrological conditions.
