Illicit trafficking of nuclear and other radioactive material has been an issue of concern since the first seizures in the early 1990s. By the end of 2004, IAEA member states had confirmed 540 cases with another 500 unconfirmed. This publication contains a set of technical specifications that can be used in the design testing, qualifying and purchasing of border radiation monitoring equipment, drawing on work undertaken through an IAEA co-ordinated research project as well as relevant national and international standards.

Nuclear and radioactive agents are considerable concerns especially after the early 1990s and more attention has been focused on the radiation detection technologies. This book comprises the selected presentations of NATO Advanced Training Course held 26-30 May 2008 in Mugla, Turkey. The contributions represent a wide range of documents related to control, monitoring and measurement methods of nuclear / radioactive isotopes and agents for both fundamental and applied works dealing with their use for different purposes. This book presents environmental data from many locations of different countries and also contains the contributions in the detection/monitoring programs of some authors from CIS countries. The basic goal of this book is to deal with recent developments and applications of environmental monitoring and measurement techniques of environmental radionuclides and nuclear agents as well as the auxiliary techniques. The many recent examples contributed by authors will be useful in monitoring/ measurement studies of radioactive/nuclear agents in the present environment, and can help, not only in carrying out outdoor and laboratory experiments, but also in protection of possible sources of radionuclides and nuclear agents. Especially the contributions of experts and specialists involved in this book assured the highest level of knowledge in the field of techniques for the detection of radioactive and nuclear agents.

New international approaches to strengthening nuclear security and combating the threat of nuclear terrorism have been introduced throughout the first decade of the 21st century. The adoption of new and revised mandatory international legal instruments, as well as other non-binding initiatives and voluntary mechanisms, have led to improved security measures in this critical area, but there is still a need for substantive and procedural arrangements to be significantly strengthened.This book is a collection of the presentations and deliberations of participants at the NATO Advanced Research Workshop held in Vienna, Austria in January 2010. Detection of nuclear security events involving nuclear and other radioactive material out of regulatory control is an important challenge facing States. Timely detection of this material can reduce the risk of it being used in criminal or intentional unauthorized acts. This publication provides guidance for States on planning, implementing and evaluating nuclear security detection systems and measures at State borders.
