Most of the attention with respect to the increase in atmospheric greenhouse gas concentrations centers around three issues: human-generated sources of carbon, mostly from burning fossil fuels; tropical deforestation, which accelerates the production of atmospheric carbon while causting havoc with biodiversity and the economic development of tropical countries; and the temperature increase that may accompany increased atmospheric greenhouse gas concentrations. This is the first book to focus extensively on the reverse to emissions of carbon dioxide (CO2), i.e. the sequestering of atmospheric carbon by aquatic and terrestrial ecosystems. Natural ecosystems are currently sequestering carbon and it is economically feasible to manage existing and additional terrestrial (forest, soil, saline land) and aquatic (coastal, wetland and ocean) ecosystems to substantially increase the level of carbon storage. The prospect of managing natural systems to absorb additional carbon should begin to change the mindset under which scientists, policy makers and society deal with the issue of further greenhouse gas increases.

Towards the Balance and Management of the Carbon Budget of the Biosphere The current state of misunderstanding of the global C cycle and our failure to resolve an issue that has been debated for 100 years (Jones and Henderson-Sellers, 1990) speaks loudly about the limitations of modem science when faced with the complexity of the biosphere. Efforts to understand and balance the global C budget have gone through several phases. First was a holistic view of the C budget as part of efforts to understand the geochemistry of the Earth (e. g. , Clarke, 1908). Next, came a period of data collection and sythesis which focused on the diversity of sectors of the biosphere. This phase culminated in the early 1970's with the realization that humans were greatly impacting the global C cycle as measured at the Mauna Loa Observatory (Keeling et al. , 1973). New syntheses of the global C budget emerged at this time (Woodwell and Pacan, 1973; Bolin et al. , 1979). The next phase was one of controversy and intense focus on particular sectors of the biosphere. The controversy rested on discrepancies about the role of the terrestrial biota in the global C cycle and the failure to account for sufficient C sinks to absorb all the C emitted by land-use change in the tropics (Woodwell et al. , 1978, 1983; Houghton et al. , 1983).

Societies throughout the world depend on food, fiber and forest products. Continuity and security of agricultural and forest production are therefore of paramount importance. Predicted changes in climate could be expected to alter, perhaps significantly, the levels and relative agricultural and forestry production of different nations over the next few decades. Agriculture and forestry are also likely to influence the rate and magnitude of such change, as they can be both significant sources and sinks of a number of greenhouse gases. Adaptive management strategies therefore need to be formulated and implemented for these sectors, to enable them to both adapt to future environmental change, and to limit greenhouse gas emissions. This book arose from an international workshop held in Canberra, Australia, under the auspices of the former IPCC Working Group III - Agriculture, Forestry and Other Human Activities Sub-Group (AFOS). A number of leading speakers at the workshop were approached to encapsulate the concepts discussed and developed at this workshop. The resulting papers make up this volume. The book promotes a greater understanding of the major sources and sinks of greenhouse gases within intensive and extensive cropping and animal production systems, and of agroforestry. It highlights the need to adopt a holistic systems approach to monitoring and reducing greenhouse gas emissions and assessing impacts, and to integrate climate change-related goals and activities with other issues, such as biodiversity, desertification, and sustainable agriculture and forestry.

CATRINUS J. JEPMA This volume contains the various contributions that were made during the International Conference on Joint Implementation, held near Groningen, The Netherlands, 1-3 June 1994. The conference was initiated by The Netherlands' Ministry of Housing, Spatial Planning and Environment -along with the Ministries of Foreign (Development Cooper ation) and Economic Affairs -and carried out under the responsibility of Foundation IDE (Groningen, The Netherlands). Its underlying idea was to bring together an international group of specialists on Joint Implementation (11) - from governments, NGOs, business and science -to discuss its feasibility of 11. The conference was timed between the 9th and 10th session of the Intergovernmental Negotiating Committee (INC) for a Framework Convention on Climate Change (FCCC) - which was by then considered as the most crucial phase preparing for the first Conference of Parties (CoP I; Berlin, 28 March - 7 April 1995) - in order to provide additional information or results that might serve as an input in the international negotiating process. The main purpose of the conference was, however, to sit back and have a reflection about what has now become known as 11, and evaluate from the perspective of academics, and practitioners, jointly with officials what promise the option really holds, and to evaluate under what socio-economic and political circumstances and conditions one could successfully proceed in setting out the framework for its further testing and l application.
