Download Next generation mobile telecommunications networks challenges to the Nordic ICT industries Book in PDF, Epub and Kindle
In international comparisons the Nordic countries tend to stand out as major producers and users of information and communication technology (ICT), especially in the field of mobile telecommunications. There is a common understanding the Nordic countries were particularly well-placed to enter the booming telecommunications industry of the 1980s due to a combination of advanced demand, institutional and societal set-ups that characterize these countries. But this e-book suggests that the technological and business setting of the Nordic mobile communications is undergoing fundamental changes wit.

This paper examines the design of telecommunications legislation in countries with transitional and developing economies (TDCs) engaged in liberalising and privatising their telecommunications sectors. It attempts to synthesise good practice and is intended to be used as a tool for legislative drafting. The main purpose of the paper is to highlight some of the issues which policy makers and legislators in TDCs may wish to bear in mind. The paper has three components. The first section outlines the scope and underlying principles of telecommunications legislation; the second section outlines the regulatory imperatives of telecommunications legislation and the third part, the annex, contains framework telecommunications legislation.

Intelligent agent and distributed AI (DAI) approaches attach specific conditions to cooperative exchanges between intelligent systems, that go far beyond simple functional interoperability. Ideally, systems that pursue local or global goals, coordinate their actions, share knowledge, and resolve conflicts during their interactions within groups of similar or dissimilar agents can be viewed as cooperative coarse-grained systems. The infrastructure of telecommunications is a world in transition. There are a number of trends that contribute to this: convergence of traditional telephony and data network worlds, blurring of boundaries between public and private networks, complementary evolution of wireline, wireless, and cable network infrastructures, the emergence of integrated broadband multimedia networks and, of course, the information superhighway. Up to now, despite the effort that has gone into this area, the field of intelligent agents research has not yet led to many fielded systems. Telecommunications applications pose strong requirements to agents such as: reliability, real-time performance, openness, security management and other integrated management, and mobility. In order to fulfil their promise, intelligent agents need to be fully dependable and typically require an integrated set of capabilities. This is the challenge that exists for intelligent agents technology in this application domain.
