Terrorist Threats In North Africa From A Nato Perspective

According to the editors of this book, North Africa has become a hotbed of terrorist activity in recent years, as demonstrated by several events in the region. Representing, as it does, a potential threat to NATO's southern flank, this area can no longer be ignored, they say. This book presents the proceedings of the NATO Centre of Excellence, Defence Against Terrorism (COE-DAT) Advanced Research Workshop entitled 'The Terrorist Threat in North Africa from a NATO Perspective', held in Ankara, Turkey, in the November 2013. Subjects covered include the changing nature of North African terrorism; the rise of Al Qaeda in North Africa; financing terrorism in North Africa; the legal framework of military operations against terrorism in North Africa and the relationship between international terrorism and terrorism in North Africa, among others. Also included in the book is the keynote address given by Prof. Yonah Alexander of the Inter-University Center for Terrorism Studies and entitled 'Terrorism in North Africa and the Sahel: Threats and Responses' The book provides insights to further the understanding of terrorism in North Africa, and will be of interest to all those involved in the development of counterterrorism policies to combat this threat.

NATO and the Greater Maghreb offers a distinctive focus and study of NATO’s future policy in North Africa and the Sahel after the new 2022 Strategic Concept, expected to be published during the next NATO Summit in Madrid. The book will use three main axes to frame the contributors’ analysis, which are not usually used together for analyzing NATO policy: Geopolitics, Great Power Competition, and Threats. These lenses create a distinctive approach to reviewing a Greater Mahgreb Regional Security Complex confronted with the necessities of a distinctive approach by NATO. The idea of MENA (Middle East and North Africa), still used by the EU and NATO is already obsolete for several reasons: first, it is no more possible to split West Africa geopolitically from North Africa and Sahel. Second, the action of terrorist groups such as Al Qaida in the Islamic Maghreb, ISIS, and Boko Haram are not related to Middle East problems, nor strategies and policies necessaries to tackle them. Second, the difficulties in cooperation between these countries, the corruption fed by organized crime (above all cocaine trafficking) and the impact of desertization, makes it very difficult to establish sound strategies and policies for the area. Third, there is an increasing presence of Great Powers in the area, including Russia and China, Turkey, and some Gulf states with different goals and policies.

Women can make a unique and valuable contribution to countering terrorism and violent extremism. Their participation in the wider fight against terrorism and violent extremism is essential. This is why NATO continues to encourage its allies and partners to engage more systematically on the nexus between gender and counter terrorism. This book presents edited contributions presented at the NATO Advanced Research Workshop (ARW) Enhancing Women’s Roles in International Preventing and Countering Violent Extremism Efforts, held in Madrid, Spain, from 19 – 21 March 2018, organized by Hedayah and the Fundación para el Análisis y los Estudios Sociales (FAES). The workshop was aimed at building on existing good practice and recommendations from the fields of countering violent extremism (CVE) and women, peace and security (WPS), recognizing that while many women facilitate acts of terrorism, willingly support terrorist groups and perform terrorist acts, they can also play a key role in preventing the violent extremism. The fight against terrorism requires a whole-society approach in which women’s participation is essential. Contributors to this volume explore the extent to which terrorism and violent extremism are gendered activities. They also discuss the importance of women’s social and political participation in helping to counter acts of terror and violence. Evidence-based research is used to identify how women can be empowered to enhance the fight against terrorism, and to identify opportunities for substantive, meaningful roles across a wide spectrum of counter terrorism activities. Given current and emerging threats, the book focuses in particular on NATO countries & partners in the Middle East and North Africa, and will be of particular interest to all those involved with security and gender issues.

As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

It is convenient to think that bad guys are drumming up money for their activities far away and in shady back alleys, but the violent non-state actors (VNSAs) of the world are hiding in plain sight. They peddle knockoff sneakers, pass the hat at ethnic festivals, take a cut of untaxed booze sales, swindle senior citizens with bogus phone calls about needing bail in Mexico, and run money through mainstream banks to buy up rental properties (just to name a few). On a grand scale, their behavior erodes rule of law, creates moral injuries from corruption, and emboldens bad actors to steal and back violent tactics with impunity. Blood Money analyzes the ways in which VNSAs find money for their operations and sustainment, from controlling a valuable commodity to harnessing the grievances of a networked diaspora, and it looks at the channels through which they can flip the positives of globalization into flat, fast, and frictionless movement of people, funds, and materials needed to terrorize and coerce their opponents. Author Margaret Sankey highlights the mundane and everyday nature of these tactics, occurring under our noses online, in legitimate marketplaces, and with the aegis of intelligence services and national governments. While reforms attempt to curtail these options, their utility and efficacy as tools of finance have proved inadequate for sovereign states. VNSAs' defiance of rules and their capable adaptation and innovation make them extremely difficult to pin down or prosecute. Many security publications stress legislation and enforcement or frame illicit finance as a military or police problem. With Blood Money, Sankey points out the many ways VNSAs evade law enforcement, and she offers options for involving consumers and activists in exercising agency and choices in how they apply their money and where it goes. Blood Money also provides context for whole-of-government approaches to attacking underlying supports for illicit financing channels. How these groups finance themselves is key to understanding how they function and what actions might be taken to derail their plans or dismantle their structure.

Under Siege: Counter-Terrorism and Civil Society in Hungary critically examines the effects of Hungary’s counterterrorism and security policies on civil society organizations since the Fidesz party’s sweeping victory in 2010. It explores the historical and political depths of the government’s security apparatus, including the formation and implementation of its counter-terrorism laws, polices, and institutions, as well as the terrorism landscape. The author draws upon survey research conducted across four categories of civil society organizations, including peacebuilding, development, human rights advocacy, and humanitarianism, and extensive data collected through semi-structured interviews with members of the civil society community, security actors, legal experts, politicians, and scholars. This book argues that the Hungarian government’s counterterrorism and security regime has significantly altered the autonomous space in which civil society organizations operate and severely strained state-society relations.
