The Afghan National Police In 2015 And Beyond

As Afghanistan shifts from a war footing and coalition forces draw down, the Afghan National Police faces a daunting task. Not only must it shift from military-oriented security operations to true community policing, but it must also fill some considerable gaps in its capacity to manage itself as a civilian-led arm of a democratically elected government. Development is crucial, but for it to have any legitimacy, the impetus must come from the Afghans themselves. At this critical juncture, donor nations and organizations must unite to help the Afghans integrate this effort across the full spectrum of governance. This report is based on interviews with senior police leaders, International Security Assistance Force (ISAF) members, international donors, and Afghan officials and civil society during 2013-14, completed just before April's national elections. The report also draws on the author's experience during 2009-12, when she served as senior rule of law adviser to three of the four major component commands within the ISAF coalition. This report should be read in connection with USIP Special Report 322, "Police Transition in Afghanistan."

This edited volume analyses the global making of security institutions and practices in our postcolonial world. The volume will offer readers the opportunity to gain a deeper understanding of the global making of how security is thought of and practiced, from US urban policing, diaspora politics and transnational security professionals to policing encounters in Afghanistan, Palestine, Colombia or Haiti. It critically examines and decentres conventional perspectives on security governance and policing. In doing so, the book offers a fresh analytical approach, moving beyond dominant, one-sided perspectives on the transnational character of security governance, which suggest a diffusion of models and practices from a ‘Western’ centre to the rest of the globe. Such perspectives omit much of the experimenting and learning going on in the (post)colony as well as the active agency and participation of seemingly subaltern actors in producing and co-constituting what is conventionally thought of as ‘Western’ policing practice, knowledge and institutions. This is the first book that studies the truly global making of security institutions and practices from a postcolonial perspective, by bringing together highly innovative, in-depth empirical cases studies from across the globe. It will be of particular interest to students and scholars interested in International Relations and Global Studies, (critical) Security Studies, Criminology and Postcolonial Studies.

This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book will be of much interest to students of international security, peacebuilding, statebuilding, development studies and IR in general.

In the last decade an Iraqi Army and an Afghan National Army were created entirely from scratch, the founding of which was deemed to be a crucial measure for the establishment of security and the withdrawal of Western forces from Iraq and Afghanistan. Raising new armies is always problematic, especially during an insurgency, but doing so outside the sovereignty of one's own state raises questions of legality, concerns about their conduct and the risk of an over-empowered local military. The recruitment of proxies, including former insurgents, or the arming of local fighters and auxiliaries, levies and militias, may also exacerbate an internal security situation. In seeking answers to this conundrum Robert Johnson turns to history. His book sets out how recruitment of local auxiliaries was an essential component of European colonialism, and how, in the transfer of power and security at the end of that colonial era, the raising of local forces using existing Western models became the norm. He then offers a comprehensive survey of the post-colonial legacy, particularly the recent utilization of surrogates and auxiliaries, the work of embedded training teams, and mentoring.

After decades of turmoil a new phase is opening up for Afghanistan, in which a new generation comes to the fore as many of the key players from earlier phases, including foreign interventionist powers, leave the scene. Although this new phase offers new possibilities and increased hope for Afghanistan’s future, the huge problems created in earlier phases remain. This book presents a comprehensive overall assessment of the current state of politics and society in Afghanistan, outlining the difficulties and discussing the future possibilities. Many of the contributors are Afghans or Afghan insiders, who are able to put forward a much richer view of the situation than outside foreign observers.

Following the Western drawdown in Afghanistan, the global and regional security landscapes will change dramatically. Al Qaeda, the Afghan Taliban, and their allies, who are still posing a threat to the U.S.-led coalition, are poised to return to Afghanistan. Further, the mujahidin in the tribal areas of Pakistan may once again draw the support of pools of fighters. Scholars from the countries discussed use their own on-the-ground experience to explain the post–2014 key strategic decisions that face policymakers in Afghanistan, the United States, and the region. These diverse perspectives help grasp issues necessary to assess the strategic environment. The book provides a roadmap for the strategy outlined along with predictive analysis of what is likely to happen. Particular attention is paid to the U.S.-Afghanistan Bilateral Security Agreement as well as reconciliation talks with the Afghan Taliban. Overall, the looming increases in global terrorism that may result warrant a continued focus and resource allocation to the Afghanistan-Pakistan region.
