In other words, it may be designated an inquiry in respect to the responsibility of the insane, while subject to the duress and regulations of an asylum or hospital for treatment. It is an aspect of the great question of mental responsibility, from the standpoint in which we see the most of it; but so far as my acquaintance with the literature of the subject goes, has not been specially discussed. That it is an aspect of sufficient importance to be separately treated, I am disposed to believe and while I do not expect to treat it exhaustively, I hope to open it for an expression of views that may lead to our mutual and practical advantage. The civil responsibility of the insane has, I conceive, numerous aspects and relations in which it may be viewed, and is worthy of careful consideration in any direction. Excerpt from The American Journal of Insanity, 1877-8, Vol. 34 To reflect, therefore, is to deliver one's self up to the automatic action of cerebral cells, which, by mutual re actions and inter-associations, eliminate psychical force which is, therefore, originated, controlled and preserved by certain chemico-molecular, or vital disturbances of their static equilibrium. This force is thus discharged or disgorged and, like all purely material displays of functional activity, is only guaged and regulated by the physiological activities of the particular portions of the the cerebral organism to which they appertain. During the late 19th and early 20th centuries, a wave of political violence swept across the globe, causing widespread alarm. Described by the media of the day as “propaganda of the deed,” assassinations, bombings and assaults carried out by anarchists—both individuals and conspirators—were intended to incite revolution and established the precedents of modern terrorism. Much has been written about these actions and the responses to them yet little attention has been given to the actors themselves.
