The Asia Pacific Road Safety Observatory S Indicators For Member Countries

This report prepared by an Asia–Pacific Road Safety Observatory (APRSO) taskforce analyzes how improving crash and accident data collection can better protect lives on the region's roads. It looks at the type of data countries should prioritize and explains why bolstering data quality would help reach targets of halving road injuries and deaths. The report considers how other regions share crash statistics. APRSO recommends collecting aggregated data that can be used to analyze trends and set strategic priorities. In presenting a sample questionnaire for countries, the report shows that generating robust data and analysis is key to improving actions and policies on road safety for the region.

Road accidents are the sixth leading cause of death in Central Asia., with a road traffic death rate of 10 to 25 per 100,000. A framework is needed for Central Asia Regional Economic Cooperation (CAREC) member countries to effectively implement CAREC's commitment to road safety. CAREC's strategy envisions making its road corridors safe, efficient, and attractive to motorists. The target is to halve the number of CAREC road corridor fatalities by 2030---translating to 23,000 lives saved and 250,000 serious injuries prevented annually. The strategy builds upon existing strengths within the region, addresses gaps, utilizes good practice, and mitigates risks. This publication embodies the CAREC countries' commitment to make road safety a priority.

"The Global status report on road safety 2015, reflecting information from 180 countries, indicates that worldwide the total number of road traffic deaths has plateaued at 1.25 million per year, with the highest road traffic fatality rates in low-income countries. In the last three years, 17 countries have aligned at least one of their laws with best practice on seat-belts, drink-driving, speed, motorcycle helmets or child restraints. While there has been progress towards improving road safety legislation and in making vehicles safer, the report shows that the pace of change is too slow. Urgent action is needed to achieve the ambitious target for road safety reflected in the newly adopted 2030 Agenda for Sustainable Development: halving the global number of deaths and injuries from road traffic crashes by 2020. Every day, it is estimated that about 350 people are killed on the roads of OECD countries, and thousands of others are injured. New technologies, including intelligent speed adaptation and collision avoidance systems, are being developed which could significantly improve road safety levels and reduce these casualties. However, significant investment is also going into technological research which may have a negative impact on road safety, unless action is taken to ensure their compatibility with current road systems. This OECD report evaluates the global impact of new technologies on road safety and provides recommendations to governments and industry to ensure that fatalities and injuries in road traffic are reduced.

Approximately 1.3 million people die each year on the world's roads, and between 20 and 50 million sustain non-fatal injuries. The Global status report on road safety is the first broad assessment of the road safety situation in 178 countries, using data drawn from a standardized survey. The results show that road traffic injuries remain an important public health problem, particularly for low-income and middle-income countries. Pedestrians, cyclists and motorcyclists make up almost half of those killed on the roads, highlighting the need for these road users to be given more attention in road safety programmes. The results suggest that in many countries road safety laws need to be made more comprehensive while enforcement should be strengthened. The Inter-American Development Bank assigns high priority to this problem and consequently has launched its road safety strategy which aspires to minimize human, social and economic losses resulting from inadequate road safety practices. The strategy is directed at providing support to member countries in the development and execution of plans and actions that strengthen road safety. The Bank is promoting initiatives that encourage coordinated policies and programs that incentivize the participation of all sectors, to prevent and reduce road fatalities and injuries within the region.

This report takes stock of recent developments and initiatives to meet increasingly ambitious road safety targets, and constitutes a major international review of progress in developing Safe System approaches, now adopted in a small number of countries.

With the pandemic intensifying society's reliance on digital platforms for remote working and learning, as well as for shopping and entertainment, the 2021 report features a special supplement, Capturing the Digital Economy: A Proposed Measurement Framework and Its Applications, which is rooted in input-output analysis and uses readily available national accounts data. The study provides a sound basis on which to assess the relative importance of the digital economy in national and global production processes.
