What will the Western Balkans look like in 2025? Will we witness Republika Srpska declare independence, a worsening of relations between Kosovo* and Serbia, and the rise of ethnic tensions across the region - or will we celebrate Montenegro and Serbia joining the EU, with good reason to hope that the rest of the region will soon follow? This Chaillot Paper presents three contrasting scenarios for the horizon of 2025 - best-case, medium-case, and worst-case. Each scenario takes account of the impact of underlying megatrends (trends that are unlikely to change by 2025) on the future trajectory of the region: the scenarios do not just spell out what 2025 could look like, they also explain how decisions with far-reaching consequences taken at critical junctures (called game-changers) will shape this future between today and then. They therefore serve not merely as a description, but also as a roadmap outlining the different options available

Has Europe's extraordinary postwar recovery limped to an end? It would seem so. The United Kingdom, Belgium, France, Italy, and former Soviet Bloc countries have experienced ethnic or religious disturbances, sometimes violent. Greece, Ireland, and Spain are menaced by financial crises. And the euro is in trouble. The Western Balkans have been a crossing point between Central Europe and the East for centuries. Devastated by tragic conflicts, nationalism and neglected investments, the Western Balkan countries are striving to find a new equilibrium. Citizens and institutions in the Balkans have repeatedly affirmed their ambition to become part of the European Union and have made significant efforts to turn this dream into reality. The European Investment Bank (EIB) has done a lot in this region over the past 20 years. It has helped build pan-European transport corridors, supported direct foreign investment, helped redevelop urban areas, provided technical assistance and additional finance to enhance and develop social and economic infrastructure, and stimulated private sector growth to create jobs. Looking ahead, there is hope for a brighter and greener future for the Western Balkans. This book explores the current state of society in Europe in general and the regimes and societies of the Western Balkans in particular. The pandemic and near-universal lockdown have provided an ideal cut-off date for the collection of indices from reputable academic sources that cover the nature of these regimes, individual human freedoms, economic freedoms, the rule of law, human rights and media freedoms. The aggregated findings from the 20 individual indices provide comprehensive data to support original findings and the characterisation of societies in 45 European states. Admittedly, there are differences in the methodologies and samples among the indices consulted. Nonetheless, taken together they offer a solid basis for developing arguments concerning the diversity of regimes, governance and societies in Europe and drawing well-founded conclusions on the nature of society in various parts of Europe. Though the book's main focus is on the Western Balkans, the region is put in a pan-European context. The issues of migration, minorities, global geopolitics, the crisis of liberal democracy - they all play into developments that are specific to the Western Balkans. The book answers the question of whether the pandemic has allowed local regimes to strengthen their power and exert greater control over society, making it possible to formulate arguments regarding the future of Europe and its integrative processes. In closing, the book investigates Western Balkan regimes' reactions to the pandemic in the context of governance, society and state power, before addressing the question of whether the future of the Western Balkans lies in the "liberal club", or whether local hybrid regimes will become even more influential in the near future.
