The Border Herald

In the 1940s South, it seemed that non-Black Latino people were on the road to whiteness. In fact, in many places throughout the region governed by Jim Crow, they were able to attend white schools, live in white neighborhoods, and marry white southerners. However, by the early 2000s, Latino people in the South were routinely cast as "illegal aliens" and targeted by some of the harshest anti-immigrant legislation in the country. This book helps explain how race evolved so dramatically for this population over the course of the second half of the twentieth century. Cecilia Marquez guides readers through time and place from Washington, DC, to the deep South, tracing how non-Black Latino people moved through the region's evolving racial landscape. In considering Latino presence in the South's schools, its workplaces, its tourist destinations, and more, Marquez tells a challenging story of race-making that defies easy narratives of progressive change and promises to reshape the broader American histories of Jim Crow, the civil rights movement, immigration, work, and culture.

In the years between 1895 and 1940, West Texas experienced intense militarization efforts by local, state, and federal authorities responding to both local and international circumstances. El Paso’s “Mexicanization” in the early decades of the twentieth century contributed to strong racial tensions between the region’s Anglo population and newly arrived Mexicans. Anglos and Mexicans alike turned to violence in order to deal with a racial situation rapidly spinning out of control. Highlighting a binational focus that sheds light on other US-Mexico border zones in the late nineteenth and early twentieth centuries, Militarizing the Border establishes historical precedent for current border issues such as undocumented immigration, violence, and racial antagonism on both sides of the boundary line. The career of a city contains as much good material, out of which an entertaining history may be constructed, as does the life of an individual, or the development of a nation; but, for some reason, it has come to pass in America that the preparation of city, or "local", history has usually fallen into the hands of schemers who exploit the "prominent" citizen for his biography, and throw in something of a narrative, merely as an apology for the book's existence.
