The Central Asia Afghanistan Relationship

Central Asia is a relatively understudied neighbor of Afghanistan. The region is often placed into a number of historical and political contexts—a section of the Silk Road, a pawn in the “Great Game,” the “spillover” state that exemplifies the failure of US foreign policy—that limit scholarly understanding. This edited volume contributes by providing a broad, long-term analysis of the Central Asia–Afghanistan relationship over the last several decades. It addresses the legacy of Soviet intervention with a unique first-hand selection of interviews of former Soviet Central Asian soldiers that fought in the Soviet–Afghan War. It examines Afghanistan’s norther neighbors, discussing Russia, Uzbekistan, Tajikistan, and Turkmenistan—their strategy for Afghanistan, their perception of challenges and opportunities of the country, and patterns of cooperation and conflict. The collection also looks at recent US strategic initiatives in the region, in particular the New Silk Road Initiative that envisions a growing Central Asia–South Asia connection.

With renewed American involvement in Afghanistan, Pakistan's growing fragility, and China's rise in power in the post-Soviet space, Central Asia-South Asia relations have become central to understanding the future of the Eurasian continent. Mapping Central Asia identifies the trends, attitudes, and ideas that are key to structuring the Central Asia-South Asia axis in the coming decade. Structured in three parts, the book skillfully guides us through the importance of the historical links between the Indian sub-continent and Central Asia, the regional and global context in which the developing of closer relations between India and Central Asia has presented itself since the collapse of the Soviet Union, the precise domains of Indo-Central Asian cooperation, and studies three conflict zones that frame Indo-Central Asian relations: the Kashmir question; the situation in Afghanistan; and fear of destabilization in Xinjiang. The international line-up of established scholars convincingly demonstrate the fundamental necessity to define the Indian approach on these issues and provide cutting-edge insights on the tools needed to understand the solutions for the decade to come.

Western military presence wanes in Afghanistan and a transformed security environment challenges borders and stability in Central Asia. This book examines how the tensions relating to the reorganization of external military presence interact with regional states’ ambitions and challenge the borders already contested by numerous dividing lines. It studies a complex political landscape across which radical Islam connected with international terrorism is feared to spread as the international mission initiated in the wake of the 9/11 attacks winds down.

China, Iran, Afghanistan, India, and Pakistan are critical players in the security and economic issues that will determine the future of Central Asia and affect U.S. interests in the region. By assessing the developing relations between Central Asia and its neighbors, it is evident that each country stands to benefit from stability and economic growth in Central Asia, but opinion toward U.S. presence and policy in the region could be a point of conflict.

So-called Islamic State began to appear in what it calls Khorasan (Afghanistan, Pakistan, Central Asia, Iran and India) in 2014. Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. In Central Asia, hope and anxiety have alternated since the collapse of the Soviet Union. On the one hand the peoples of Central Asia are now closer to being masters of their destiny than at any time this century. On the other hand the civil war in Tajikistan is a constant reminder of the fragility of ethnic relations in the region as a whole. Today, with combat operations in Afghanistan winding down, U.S. policy toward the states of Central Asia is transitioning to a new era.
