This book analyses and describes the effects of the reforms of the European science systems on research. Taking the multilevel governance of the science system into account, the authors describe the effects of the reforms on different aspects: research collaborations and research lines, PhD education, performance profiles, research funding and legal aspects. The first part of the book deals with “PhD education” from an economic perspective. How successful are Research Training Groups and is heterogeneity really a factor of success? What kind of PhD education leads to success? The second part focuses on the interactions of governance and research. How do changes at the national and organisational level influence research cooperation, research lines and research performance? The third part reflects the Europeanisation and Internationalisation of research and research funding. To what extent are research collaborations becoming international? How is the role of European funding agencies changing?

External drivers are pressing for a more privatized approach to higher education and research, a greater reliance on technology and the more efficient use of resources. This book analyzes recent changes in institutional governance and management in higher education and their impact on the academy and academic work. It draws on findings from an international study based on a survey of academics in eighteen countries. It opens with a chapter outlining the key issues, drivers and challenges that inform contemporary discourse around academic work and the profession in general. It then focuses on national case studies, comparing changes in the top tier with the lower tiers of national systems, public and private institutions, and other differentiating factors appropriate in each country, which include mature and emerging higher education systems. It concludes by proposing a series of generalizations about the contemporary status of governance and management of institutions of higher education.

This book documents experimentation with various policy and governance approaches that produce structural differences in the composition and organisation of Asia’s higher education systems. In view of the wide variation in the public and private provision of higher education, it showcases how issues of access, equity and modes of participation are addressed, how institutional and programme quality are managed and how academic labour is treated and developed. The book both maps these differences and analyses the country-level dynamics, policy approaches and the problems faced by a variety of states in Asia in the race to develop competitive higher education systems. Focusing on the intersection of governance and higher education policy, it addresses the challenges facing higher education in Asia and the national responses of governments in terms of the organisation of the sector.

Governing universities is a multi-level as well as a highly paradoxical endeavor. The featured studies in this book examine critically the multifaceted repercussions of changing governance logics and show how contradictory demands for scholarly peer control, market responsiveness, public policy control, and democratization create governance paradoxes. While a large body of academic literature has been focusing on the external governance of universities, this book shifts the focus on organizations’ internal characteristics, thus contributing to a deeper understanding of the changing governance in universities. The book follows exigent calls for getting back to the heart of organization theory when studying organizational change and turns attention to strategies, structures, and control mechanisms as distinctive but interrelated elements of organizational designs. We take a multi-level approach to explore how universities develop strategies in order to cope with changes in their institutional environment (macro level), how universities implement these strategies in their structures and processes (meso level), and how universities design mechanisms to control the behavior of their members (micro level). As universities are highly complex knowledge-based organizations, their modus operandi, i.e. governing strategies, structures, and controls, needs to be responsive to the multiplicity of demands coming from both inside and outside the organization.

This book critically examines the ramifications of reforms to higher education institutions. All of the higher education system reforms implemented in western countries over the last three decades have had one fundamentally important aim: namely, that of changing the existing institutional and system governance arrangements. This book argues that within this general framework, Italy is a relative latecomer to a scenario where attempts at university reform have been characterized by considerable difficulties, and have been blighted by the arguably poor quality of policy design. By focusing on the Italian reform trajectory as an emblematic case, and providing a comprehensive of the historical evolution of higher education in Italy and further afield, this book adopts a comparative perspective to show how reforms of governance in higher education may achieve different degrees of success depending on the characteristics of their policy design, and why these reforms inevitably lead to a series of unintended consequences. The establishment of national systems of retrospective research evaluations is one of the most significant of recent changes in the governance of science. This volume discusses the birth and development of research evaluation systems as well as the reasons for their absence in the United States. The book combines the latest research and an overview of trends in the changing governance of research. The focus is on institutionalisation processes and impacts on knowledge production.

The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.
