The Changing Role Of The State In The Economy

This paper discusses the role of the state from a historical perspective. It outlines how that role has changed over the past hundred years and discusses the forces that have promoted the changes. In the period between 1913 and 1980, there was a large increase in public spending in industrial countries and a considerable expansion in the role of the government in the economy in all countries. The paper also outlines the intellectual developments that, starting in the 1970s, have brought about a reaction to the large role that the state has come to play in the economy.

This book critically discusses the changing relationship between the Indian state and capital by examining the mediating role of society in influencing developmental outcomes. It theorizes the state’s changing context allowing the discussion of its pursuit of contradictory economic and social welfare goals simultaneously. Both structural and ideological factors are argued to contribute to a shifting context, but the centrality of re-distributive politics and the contradictions therein explain a lot of what the state does and cannot do. The book also examines what the state aspires to do but structurally cannot accomplish either because of the scale of the problem or the dysfunctionality that sets in with continuous reforms. The collection provides rich evidence on the contested forms of governance arising from changing contexts and shifting roles of the state. The growing interconnectedness of national economies and an expanding awareness of global interdependence in the 1990s have generated lively debate over the future of national governance. In a world of mobile capital, are states vital to the social and economic wellbeing of their citizens? A number of changes in the state's domestic and international environment - ranging from regulatory reforms and welfare state restructuring to the proliferation of intergovernmental agreements - have promoted the view that globalisation has a negative impact, compromising state capacities to govern domestically. This book challenges the 'constraints thesis'. Covering vital areas of state activity (welfare, taxation, industrial strategy, and regulatory reform), the contributors focus on a range of issues (finance, trade, technology) faced by both developed and developing countries. Political Economy in the Modern State is Harold Innis’s transitional and, in some respects, his most transformative book. Completed in 1946, it is a collection of fifteen chapters plus a remarkable Preface selected and crafted to address four main themes: the problem of power and peace in the post-War era; the ascent of specialized and mechanized forms of knowledge involving, most particularly, the media, the state, and the academy; the crisis facing civilization and, more generally, the modern penchant for unreflexive short-term thinking in the face of mounting contradictions; and Innis’s growing focus on what would be called media bias. In this new edition, editors Robert E. Babe and Edward A. Comor provide not only a general introduction to Innis’s largely forgotten book but also dedicated introductions to each of its fifteen chapters and a comprehensive index. Together, Babe and Comor demonstrate how Innis’s volume reflects a shift in Innis’s focus, away from analytical relativism towards, instead, a reflexive search for objective truths.
