The Changing Russian University

When the Soviet Union collapsed universities were freed from state control and left to themselves. This forced universities to be much more market-oriented. This book explores this transformation from the end of the Soviet Union until the present. Based on extensive original research, the book charts the struggles of universities, showing how chaos and decline came to what had been one of the triumphs of the Soviet Union - a higher education system which provided a high standard of advanced education to large numbers of people and made major research achievements. The book shows how a lack of funds, lack of commercial experience and the ending of former means of support such as strong university-state industry links brought about huge disruption; how universities responded with a range of measures such as charging for tutoring and examinations, handling research on a commercial basis and new forms of co-operation; and how all this impacted on subjects of study and on underlying ideas about what a university is for. The book argues that the shock to the system in Russia was so severe that the Russian case serves as an excellent 'survival guide' to universities experiencing similar changes in other parts of the world. By investigating the phenomenon of Russian universities becoming more market-oriented the book contributes to developing further the marketization concept. It summarizes the existing knowledge in this field of study, offers a new framework for analysis of the phenomenon of university marketization and discusses the marketization of Russian universities in the light of comparative studies.

This study focuses on the national higher education policies and institutional strategies that foster or hinder individual Russian universities in applying newfound principles of autonomy. This new autonomy has become more dramatic with the decentralization of power, transition to the market economy, and severe state austerity since Perestroika. This book suggests a model of a university that utilizes its autonomous discretion to institute innovations that build on its potential so as to overcome adverse situations.

By looking at official and unofficial life at universities across the Russian empire, this project offers a picture of the complex processes through which gender ideologies were forged and negotiated in the Nineteenth Century. Masculinity, Autocracy and the Russian University, 1804-1863 demonstrates how gender was critical to political life in a European monarchy.

First published in 1990, this ground-breaking book sought to determine whether contemporary Russia had the capacity to change and if, in so doing, it could alter the complex web of East-West relations from a zero-sum struggle to a state of peaceful competition and mutual security. In order to answer this question, the author compares advances and setbacks in arms control and security affairs with co-operation on less politically salient issues such as environmental degradation. He finds that in the nearly seventy years preceding Mikhail Gorbachev's rise to power, the Kremlin relied on several basic approaches to foreign relations. These policies isolated the Soviet Union from those nations whose co-operation it needed to cope with the escalating interdependencies of the time. Gorbachev, Clemens argues, was the first Soviet leader to recognise both the problems and potential benefits of global interdependence and to explore the possibilities for co-operation between East and West to advance mutual security. Kathleen E. Smith examines the use of collective memories in Russian politics during the Yeltsin years, surveying the various issues that became battlegrounds for contending notions of what it means to be Russian.

This book adopts a novel analytical approach to understanding how Russia's stalled democratisation is related to the incomplete liberalisation of the economy. Based on extensive original comparative study of Russia’s regions, the book explores the precise channels of interaction that create the mutuality of property rights, entrepreneurship, rule of law, norms of citizenship and liberal democracy. It demonstrates that the extent of democratisation varies across regions, and that this variation is connected to the extent of liberalisation of the economy. Moreover, it argues that the key factor in producing this linkage is the relative prominence of small business owners and their supporters in articulating their interests vis-à-vis regional and local administrations, especially through the institutionalisation of networks and business associations. The book develops its key theses by means of detailed analysis of the experiences of four case study regions. Overall, the book provides a major contribution to understanding the path of democratisation in Russia.

The bibliography records doctoral and selected masters' theses (over 3,300 in all) from British and Irish universities in the field of Russian, Soviet and East European studies. This is broadly interpreted to include all disciplines in the humanities and social sciences as they relate to the area of Russia, the former USSR and Eastern Europe. Taken as a whole, the work probably forms the fullest and longest record of British and Irish postgraduate research in any sector of area studies.
