The practice of citizen ship is fully as important a duty. Since we learn by doing, we shall never become good citizens simply by studying civic relations and problems, that is, if we do no more than prepare ourselves for future duties and responsibilities. If citizenship were chiefly a matter of voting and of governmental activities, the schools would necessarily limit themselves to preparation for adult citizenship. But citizenship is far more than that. A person is a citizen because he is a member of a nation; but the nation is only the greatest and most important of a large number of civic groups of which all of us are members. A few of these groups, such as the state and municipality, are chiefly political; some of them, such as business organizations, are predominantly eco nomic; but for boys or girls real membership is limited chiefly to two social groups, the home and the school. The authors of this volume, while emphasizing community civics and the moral purposes in teaching government, have sought to avoid a one-sided course. They believe that the schools should study the community and such new civics as the changing times call for, and especially that they should give attention to current history and present day problems of democracy; but it is equally important not to neglect certain aspects of the old established order. It may be well to set pupils to the laboratory method of studying the actual life of our city communities, how milk and water are supplied, how food is distributed, how public health is pre served, how the streets are kept clean (or dirty), how the taxes are raised and used, and how the schools are sustained. The usual text-book in civics naturally gives fuller treatment of the national government, which is uniform for the whole country, than of state and city, which are every where different. And even special texts in municipal government can give only a general survey of the field. Each city needs a book of its own. Moreover, the belief IS growing that the formal teach-r ing of the structure and legal powers of government has had its day in our schools. In its place is coming the instruction which concerns itself chiefly with the func tions of government; with what is done, and why; with the ways in which we all may help, individually. And in organized groups. There is need, accordingly, for books which emphasize the elements of public welfare. As a part of this new order of things there is coming a realization of the simple but important truth that the primary object of civic teaching is, after all, to make good citizens. It has well been said that good citizen ship - the sort that is good for something - means effi cient service in the community, be that community the city, the state, or the nation. There is need for books which give the sort of practical information about com munity activities that awakens live interest and stimulates to good citizenship.
