The Horn of Africa is a deeply troubled region engulfed in three interlocking crises. The first is a security crisis characterized by a range of devastating inter-state and inter-communal conflicts, including civil wars. The second is an economic crisis, evidenced by widespread debilitating poverty, chronic food insecurity, and frequent cycles of famines. The effects of the third - environmental - crisis are all too visible in the droughts, deforestation and desertification ravaging the region. What is more, these three crises are mutually reinforcing locking the region into a cycle of disaster. Conflicts contribute to poverty, which in turn intensifies environmental degradation, leading to scarcities which fuel further conflicts. In this clear and authoritative guide, Kidane Mengisteab explores the key drivers of instability in the Horn of Africa, suggesting structural and institutional changes that - if implemented - could help lift the region out of crisis. The Horn’s complex crises must be tackled in a comprehensive manner. But, he contends, this can only be achieved if the causes of conflict are addressed head-on. Without peace, the region cannot resolve its economic problems, and nor can it develop the capabilities required to cope with environmental change. Contemporary social life in the Horn region is generally a state-orchestrated experience that terrorizes the majority of the people. The essays in this collection examine the social experience of this terror, which is often manifested in the violation of human rights, democracy, justice and freedom.

It is two decades since the ‘third wave’ of democratization began to roll across sub-Saharan Africa in the early 1990s. This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. This book brings to fruition the research done during the CEA-ISCTE project ‘’Monitoring Conflicts in the Horn of Africa’’, reference PTDC/AFR/100460/2008. The Portuguese Foundation for Science and Technology (FCT) provided funding for this project. The chapters are based on first-hand data collected through fieldwork in the region’s countries between 4 January 2010 and 3 June 2013. The project’s team members and consultants debated their final research findings in a one-day Conference at ISCTE-IUL on 29 April 2013. Questions surrounding democracy, governance, and development especially in the view of Africa have provoked acrimonious debates in the past few years. It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development. Yet, none of the theories and reasons proffered so far seems to have provided enduring solutions to Africa’s diverse complex problems and predicaments. This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.

Southern Africa has embarked on one of the world's most ambitious security co-operation initiatives, seeking to roll out the principles of the United Nations at regional levels. This book examines the triangular relationship between democratisation, the character of democracy and its deficits, and national security practices and perceptions of eleven southern African states. It explores what impact these processes and practices have had on the collaborative security project in the region. Based on national studies conducted by African academics and security practitioners over three years, it includes an examination of the way security is conceived and managed, as well as a comparative analysis of regional security co-operation in the developing world.

Examines how regional integration can resolve the crises of the Greater Horn of Africa, exploring how it can be used as a mechanism for conflict resolution, promoting the economy and tackling issues of identity and citizenship. The Greater Horn of Africa (GHA) is engulfed by three interrelated crises: various inter-state wars, civil wars, and inter-communal conflicts; an economic crisis manifested in widespread debilitating poverty, chronic food insecurity and famines; and environmental degradation that is ravaging the region. While it is apparent that the countries of the region are unlikely to be able to deal with the crises individually, there is consensus that their chances of doing so improve markedly with collective regional action. The contributors to this volume address the need for regional integration in the GHA. They identify those factors that can foster integration, such as the proper management of equitable citizenship rights, as well as examining those that impede it, including the region's largely ineffective integration scheme, IGAD, and explore how the former can be strengthened and the latter transformed; explain how regional integration can mitigate the conflicts; and examine how integration can help to energise the region's economy.
