The Dynamics Of Asian Labour Markets

Asia has undergone rapid economic transformation over the past two decades. Despite its constant economic growth, the 1997-98 Asian financial crisis and the resulting surge in unemployment highlighted the vulnerability of national systems that base development solely on economic growth. This book fills a major research gap by exploring the nature, dynamics and functioning of Asian labour markets in eight major Asian economies, including Japan, South Korea, Hong Kong, Singapore, China, Vietnam, India and Malaysia. It examines the type of labour markets that exist in Asia; how they have responded to globalisation; and how flexible they are to changing social and economic conditions. The book analyses how the current transformation has impacted on the key parties, such as employers, employees, trade unions, governments, organisations and society as a whole, and considers the likely future trends and developments in Asian labour markets.

This comparative analysis of growth, structural change and labour market dynamics in the Greater Mekong countries (Yunnan Province in China, Thailand, Vietnam, Cambodia, Lao PDR and Myanmar) of Southeast Asia is the first of its kind. It explores economic integration and cooperation, the possibilities for improving the functioning of labour markets and facilitating mutually beneficial labour flows in the region. The book begins with a comparative overview of policy reforms, economic performance and structural changes, focusing on economic relations in the Greater Mekong countries. It then examines the salient features of labour market structures and policies, patterns of cross-border migration, and information systems, paying attention to the similarities and differences between countries. It is especially timely in the context of economic transition from socialist systems in the three Indochina countries, the ongoing policy reforms in Yunnan Province and Myanmar, and in light of the Asian financial crisis in shaping growth trends. The analysis yields policy recommendations for improvement in labour market performance. The book will be of great interest to development and labour economists and those working in the field of Asian studies, as well as to policymakers.

This book examines essential issues and perspectives on rural labour, helping readers understand the changes that are currently taking place in the labour markets, especially with regard to migrants from rural to urban areas, their socio-economic conditions, factors contributing to such mobility and associated problems. Further, it addresses the question of why the socio-economic conditions of rural labour have not experienced measurable improvements. Presenting a collection of painstakingly researched essays that focus on both India and China, the book addresses these challenges with an explicit focus on safeguarding the interests of rural labour under the neoliberal dispensation. The research is based on primary survey data and analytical issues from selected Asian economies, especially from India. On the basis of the findings discussed, it subsequently suggests ways forward so as to improve the wellbeing of migrant households and put an end to distress migration. Lastly, the book convincingly argues that improving labour market outcomes, and more specifically, generating employment and providing alternative livelihood avenues, represents the most pressing challenge in rural areas.

This success is attributed to the resilience and adaptability of the labour force of Hong Kong. The authors reconsider the historys of the labour market, and weigh the available options in the post-1997 era.

How can we account for the dynamic growth of East and Southeast Asian countries? Much of the debate has turned on the question of the 'state' versus the 'market' as exclusive (and often competing) explanations of the successful performance of individual countries. This book explores the distinctively interdependent nature of the East and Southeast Asian experience. As firms create a regional organization of production, the growing interdependence of national labour markets is one major outcome.

Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.

Do the new Asian economies encourage gender equality? Ann Brooks provides a unique insight into this question by assessing the impact of the new economy and the changing labour market on women in Asia. Theoretical debates around globalization, gender and social change are combined with empirical research on professional women in two cosmopolitan cities: Hong Kong and Singapore. The author's research shows that even in such cosmopolitan cities where women tend to have a strong advantage there is a 'new dynamic of inequality'. This makes the examination of women's labour market participation and ambition in these environments very different to previous research. The research is set against the backdrop of Southeast Asia more generally and international comparisons are also drawn. It will be of interest to scholars in sociology, economics, gender studies, business studies and Asian studies.

Outlining important policy requirements for Bangladesh to become an upper middle-income country, the book presents research work conducted during the project “Changing Labor Markets in Bangladesh: Understanding Dynamics in Relation to Economic Growth and Poverty,” sponsored by the International Development Research Center (IDRC), Canada. Bangladesh has experienced remarkable economic growth rates over the last decade. The country has recently been upgraded from a low-income country (LIC) to a lower-middle-income country (LMIC) as per the World Bank’s classification system. By 2024, the country also aspires to graduate from the United Nation’s list of least developed countries (LDC). The 7th five-year plan sets an ambitious target of 8 percent growth in GDP by 2020. There are also steep development targets to be achieved under the Sustainable Development Goals (SDGs) by 2030. All these will require an enormous leap forward from the current level of economic growth rate and sustaining it in the future. The situation also calls for considerable structural change in the economy, facilitating large-scale economic diversification. Rapid expansion of labor-intensive and high-productivity sectors, both in the farm and nonfarm sectors, is thus crucial for Bangladesh. Further, this should take place in conjunction with interventions to enhance productivity, jobs and incomes in traditional and informal activities where there are large pools of surplus labor. Given its relevance for Bangladesh and applicability to many other developing countries, the book offers a unique and pioneering resource for researchers, industry watchers as well as policy makers.
