The European Union And Central Asia

This book examines the involvement of the European Union (EU) and China in Central Asia and critically assesses the implications this has for the region as a whole. The volume adopts a comprehensive, interdisciplinary approach, combining insights from International Relations, EU Studies, International Economics, International Law, Sinology, and History. It concentrates on three thematic levels: (1) historical and contextual, (2) geopolitical and geo-economic, and (3) socio-cultural and institutional. Paying particular attention to the role of the EU and the factors driving the EU’s and China’s relations with Central Asia, it looks at how the Central Asian countries position themselves vis-à-vis China’s growing influence, and how the balance of power between China, Russia, and the EU plays out. Contributors also explore the important historical context of the ‘Silk Routes’, as well as of the erstwhile connection of the Central Asian states with the Soviet Union. Critically analysing the potential areas for collaboration and synergy between the EU and China, the book also discusses the extent to which they share a common ground in Central Asia that could serve as a basis for long-term cooperation. In June 2007, the Council of the European Union (EU) adopted The EU in Central Asia: Strategy for a New Partnership, highlighting the growing importance of Central Asia to the EU. This book examines the EU's policy towards the five Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in light of this Strategy. The analysis focuses on the EU's Central Asia Strategy and provides an evaluation of the EU's performance in meeting its policy goals in the region. It starts by looking at the EU as an actor, and discusses the general framework of EU-Central Asia cooperation. The book goes on to focus on the Strategy's general strategic directions and, in particular, its set of concrete policy commitments and questions whether these are adequately designed and implemented so they are able to contribute to regional security and stability. The book contributes to a better understanding for the pitfalls of overall stability in Central Asia, as well as studies on European Union and International relations.

A strategic geographic location at the crossroads of Eurasia, makes Central Asia an arena of fierce rivalry between great powers. From limited interactions in the early 1990s, the EU and Central Asia now consider each other to be increasingly important. This book includes 12 chapters written by seasoned and policy-engaged researchers from across Eurasia and the wider world that analyse multiple levels of mutual interactions, understandings and misunderstandings across a range of policy areas. It shows why and in what ways exactly the EU and Central Asia matter to each other and why policymakers and researchers should pay more attention to their interactions. Central Asia falls under the broader external relations and security agenda of the EU, and over years it provided a testing ground for many EU policies, including the priority ones of region-building and resilience promotion. This book addresses the current state of economic and political development within Central Asia and the importance of European countries and organizations as international actors and supranational organizations for the Central Asian Region (CAR). It aims to provide a better understanding of Central Asia’s multi-faceted relations in rapidly evolving geostrategic dynamics and serves as a timely insight into the contours of Central Asian states’ policies, emerging trends, and significant features of these interactions. The aim is to analyze the main challenges for future between the Europe and Central Asia relations, to make recommendations for improvement, and to identify lines for future research on this matter. It explores post-Soviet scenarios, considering recent drastic changes in the equation of international relations in general and, more particularly the role of Russia and China vis-à-vis Europe in the CARs. Unknown yet highly strategic, Central Asia attracts the interest of major global powers due to its vast energy resources and crucial geographic position. Russia, China, and the European Union view this region as an indispensable springboard to enhance their political and economic influence on the Eurasian landmass. Thus, facing strong competition and working on low budget, the EU is attempting to establish itself as a relevant and influential actor in an environment in which its leadership role is far from certain. Unlike in other post-communist regions, the EU is not able to rely on the attractiveness of its political models, and risks being marginalized by other global powers. The crucial question then is: How does the EU exert influence in such a challenging geopolitical context? Which strategies does the EU apply to be an actor who counts? Through an analysis of the EU’s discourse, instruments, and the reception of its policies in Central Asia, this study argues that the EU consciously takes the position of a second-tier actor who acts as a “consultant” and projects a picture of itself as an honest broker with no geopolitical agenda. The EU’s influence is confined to niche domains in the security sphere that are nevertheless important for the regional security. The EU is not a great power in the region nor is it willing to become one. It does, however, have comparative advantages in being perceived as inoffensive and for occupying areas that are neglected by the other actors, such as governance and water security.
