How Europe can hit the “reset” button after years of failed responses to North African turmoil The ongoing upheaval in North Africa has presented many challenges to Europe, which previously had been comfortable with the status quo of authoritarian leadership in much of the region. Now in its ninth year, the turmoil has forced European leaders to rethink their approaches to the region, based on the now-obvious reality that the brief hopes of early 2011 for the spread of democracy and economic progress will not be fulfilled anytime soon. In this book, experts from Europe, the United States, and the Middle East discuss what has happened since the so-called “Arab Spring” emerged and how those often-bewildering events have affected both North Africa and the European states across the Mediterranean. The book is based on papers presented at a March 2018 conference sponsored by the South Mediterranean Regional Program of the Konrad Adenauer Stiftung. Chapters focus on events in Algeria, Egypt, Libya, Morocco, and Tunisia—and offer ideas for how the European Union can adopt fresh approaches to the region, moving beyond its frequently uncertain and shifting responses of recent years.

he 20th century saw air power transformed from novelists' fantasy into stark reality. From string and canvas to precision weaponry and stealth, air power has progressed to become not only the weapon of first political choice, but often the only conceivable option. This rapid development has given rise to considerable debate and controversy with those holding entrenched views rarely slow to shout their case. Many myths have grown over the period, ranging from the once much vaunted ability of air power to win wars alone through to its impact as a coercive tool. This volume examines the theory and practice of air power from its earliest inception. The contributors have been drawn from academia and the military and represent some of the world's leading proponents on the subject. All significant eras on air power employment are examined: some are evidently turning points, while others represent continuous development. Perhaps more importantly, the book highlights the areas that could be considered to be significant, and invites the reader to enter the debate as to whether it constitutes a continuum, a turning point, or indeed a revolution.

The war in Iraq seemed to bring to a head underlying differences between the United States and the vast majority of European countries regarding the best means to maintain international peace and stability. The unilateralism of the United States as opposed to the multilateralism of the European Union is seen as a very significant source of potential rivalry between the two actors. This volume examines in detail whether the policies of the United States and the EU are truly diverging with respect to the most pressing issues facing North Africa, or whether, in fact, they are converging in terms of objectives to be achieved and strategies for their implementation. Through a number of papers that include both comparative and case specific studies, this book enables a better understanding of the differences and similarities in EU and US foreign policies and security strategies for the region, a clearer analysis of their respective democracy promotion policies, and a better examination of their respective approach to the ‘Islamist question’ in light of the continued success of such movements. This book was originally published as a special issue of the Journal of North African Studies.

Trade between the European Union and North Africa has been a contentious issue since the Treaty of Rome. Serious diplomatic attempts to broker a resolution resulted in the Association Agreement between Morocco and the EU in 1995, after protracted negotiations over three years. Here Dawson analyses the process by which a sub-optimal agreement was ratified - unfavourable to Morocco, some member states of the EU and also wider EU economic objectives for North Africa. He draws on a rich vein of testimony from key players to show how democracy deficits in Morocco and excessive pressure group influence in the EU led to skewed negotiations. An insightful analysis of the trade negotiation process, EU Integration with North Africa elucidates the underpinnings of the global economic order; it will be valuable for those concerned with international relations, globalisation and the EU, especially North Africa.

Chaillot Paper analyses the EU’s relations with five North African countries – Algeria, Egypt, Libya, Morocco and Tunisia. In particular it focuses on how the fallout of the war in Ukraine as well as the ongoing migration crisis have affected relations. The volume addresses some of the perceived shortfalls in the current EU strategy towards these countries and identifies future areas of both tension and cooperation. The five country-specific chapters examine the EU approach to each individual country and provide a range of policy recommendations for the EU’s foreign policy in North Africa. One aspect on which the authors agree is the need for the EU to pay more attention to its southern neighbourhood as its influence has diminished considerably in the region.

One of the most important challenges concerning the future of the European Union is the demographic reproduction of the European population. Decreasing birth-rates and the retirement of the baby boomers will dramatically reduce the labour force in the EU, which will entail not only a lack of manpower but also lower contributions to European social systems. It seems clear that the EU will have to counterbalance this population decrease by immigration in the coming years. Migration Between the Middle East, North Africa and Europe takes this challenge as a point of departure for analysing the MENA region, in particular Morocco, Egypt and Turkey, as a possible source of future migration to the European Union. At the same time, it illustrates the uncertainties implied in such calculations, especially at a time of radical political changes, such as those brought about by the Arab Uprising.

This innovative edited collection brings together leading scholars from the USA, the UK and mainland Europe to examine how European identity and institutions have been fashioned though interactions with the southern periphery since 1945. It highlights the role played by North African actors in shaping European conceptions of governance, culture and development, considering the construction of Europe as an ideological and politico-economic entity in the process. Split up into three sections that investigate the influence of colonialism on the shaping of post-WWII Europe, the nature of co-operation, dependence and interdependence in the region, and the impact of the Arab Spring, North Africa and the Making of Europe investigates the Mediterranean space using a transnational, interdisciplinary approach. This, in turn, allows for historical analysis to be fruitfully put into conversation with contemporary politics. The book also discusses such timely issues such as the development of European institutions, the evolution of legal frameworks in the name of antiterrorism, the rise of Islamophobia, immigration, and political co-operation. Students and scholars focusing on the development of postwar Europe or the EU's current relationship with North Africa will benefit immensely from this invaluable new study.

Contributors offer new approaches to the study of the European Neighbourhood Policy. While the main emphasis is on the empirical assessment of the impact that the ENP has had to-date and on the factors that have shaped its implementation, it also provides new theoretical and methodological perspectives on how to study this policy area.
