The Evolving Pacific Power Structure

There has been too complacent a view that contends that the next century -- the so-called Pacific Century -- will see power essentially defined in an economic sense. This book questions that notion by examining the evolving structure of power in the Pacific. t takes the view that while economics will have an increased weight in the power equation, military strength will still be a defining feature. The essays in this volume provide crisp analyses of a balance of power, the notion of a security architecture, and regional defence dilemmas. They then examine the shifting roles of the four major Pacific powers, China, Japan, Russia and the United States, all of which will essentially shape the future of the Pacific in the next century.

This authoritative volume evaluates post-Cold War approaches to security in the Asia Pacific. Leading specialists first examine traditional security concerns-military capabilities, balance of power, territorial and resource disputes, the effects of new technologies on military strategy, and the problems involved in maintaining sovereignty in the face of globalization. They then introduce the new security agenda of economic and financial stability, the effects of environmental degradation, human rights and political stability, and the impact of transnational crime. Regionalism in the Asia-Pacific is a complex and rapidly evolving phenomenon. This volume explores the relationship between globalization and regionalization, between states, markets and civil society, and between US hegemony and Asian aspirations.

Coming out of an established international graduate student conference organized by the East-West Center, this book presents selected papers written by graduate students from different fields of study. After identifying historical or contemporary issues in each field, these papers propose a framework for resolving these issues, whether through global commitment, regional cooperation, national policy, or local knowledge and practice. The unifying thread of this book is sustaining resilience in the Asia Pacific. We acknowledge this perseverance and try to sustain and disseminate it so that other communities may learn from these practices and experiences. Generally, a volume like this would address the challenge of this region from a security, economics or political perspective. This book hopes to add to the literature on resiliency by addressing these issues from a multidisciplinary and multilevel perspective.

The Asia-Pacific region has emerged as the hub of global geo-political, geo-economic and geo-strategic significance in the post-Cold War period. Critically surveying the power of narratives in shaping the discourse on the post-Cold War Asia Pacific, See Seng Tan examines the purposes, practices, power relations, and protagonists behind policy networks such as the Council for Security Cooperation in the Asia Pacific and the Pacific Economic Cooperation Council. The author argues that, filled with economic, social, and political meaning, the policy and academic discourses regarding the Asia Pacific and its subregions authorize and provoke certain understandings while preventing counternarratives from emerging.

In this book, Emmers addresses the key question: to what extent may the balance of power play a part in such cooperative security arrangements and in the calculations of the participants of ASEAN and the ARF?

The South China Sea has long been regarded as one of the most complex and challenging ocean-related maritime disputes in East Asia. Recently it has become the locus of disputes that have the potential of escalating into serious international conflicts. Historical mistrust, enduring territorial disputes, and competing maritime claims have combined to weaken an at least partially successful regional security structure. Issues of concern include territorial sovereignty; disputed claims to islands, rocks, and reefs; jurisdiction over territorial waters, exclusive economic zones, and the seabed; regional and international rights to use the seas for military purposes; maritime security; rapid economic development; and environmental degradation. The fear is that increasing competition for energy and other resources will exacerbate conflicts and further fuel nationalism and sovereignty issues in the region. The SCS has an integrated ecosystem and is one of the richest seas in the world in terms of marine flora and fauna: coral reefs, mangroves, sea-grass beds, fish, and plants. National economic security can be easily affected by conflicts occurring in major international trade routes like the SCS, or how such an unclear situation might even give rise to environmental challenges in the future. The book creates an understanding as to why this region is important not only to the claimants but to global powers like the United States and India. The book examines current and potential conflicts in the South China Sea, and also evaluates how conflicts have been “managed” to date and suggests as to how they might be better managed in the future. This book concludes with recommendations for improving the situation in the region by ensuring a strong economic relationships, using high-resolution observation satellites, and undertaking joint development, and resource exploration etc.
