The Future Of African Peace Operations

Facing threats ranging from Islamist insurgencies to the Ebola pandemic, African regional actors are playing an increasingly vital role in safeguarding peace and stability across the continent. But while the African Union has demonstrated its ability to deploy forces on short notice and in difficult circumstances, the challenges posed by increasingly complex conflict zones have revealed a widening divide between the theory and practice of peacekeeping. With the AU's African Standby Force becoming fully operational in 2016, this timely and much-needed work argues that responding to these challenges will require a new and distinctively African model of peacekeeping, as well as a radical revision of the current African security framework. This book provides a comprehensive analysis of peacekeeping in Africa. Recent events in the Democratic Republic of Congo (DRC) and Mali remind us that violence remains endemic and continues to hamper the institutional, social and economic development of the African continent. Over the years, an increasing number of actors have become involved in the effort to bring peace to Africa. The United Nations (UN) has been joined by regional organisations, most prominently the African Union (AU) and the European Union (EU), and by sub-regional organizations like the Economic Community of West African States (ECOWAS). Meanwhile, traditional and emerging powers have regained an interest in Africa and, as a consequence, in peacekeeping. This book provides a comprehensive analysis of the trends and challenges of international peacekeeping in Africa, with a focus on the recent expansion of actors and missions. Drawing upon contributions from a range of key thinkers in the field, Peacekeeping in Africa concentrates on the most significant and emerging actors, the various types of missions, and the main operational theatres, thus assessing the evolution of the African security architecture and how it impacts on peace operations. This book will be of much interest to students of peacekeeping and peace operations, African politics, war and conflict studies, security studies and IR.

Bringing together multidisciplinary perspectives on the future of UN peace operations, this book explores the interrelated dynamics of UN peace operations and peacebuilding practices through the lenses of conflict resolution, protection and accountability. The collection includes coverage of issues ranging from strengthening partnerships between regional institutions and the UN; improving UN policing and stabilisation mechanisms; the application of new technologies in peace operations and implementing security sector reform; to ending sexual exploitation and abuse and enhancing the protection of children. Authors place people at the centre of peacekeeping by interrogating current and past UN initiatives, chart how peacekeeping is evolving in response to changes in global security, assess reform and norm change within missions themselves, and offer original perspectives on the future of UN peace operations. This study examines the African Union's peacekeeping role in managing African conflicts. Based on a qualitative research methodology, it analyses AU peace operations in Burundi and Somalia, and hybrid peacekeeping in Darfur, in order to identify the lessons learned and suggest how future outcomes may be improved.

Excerpt from Enhancing Civilian Protection in Peace Operations: Insights from Africa: “The protection of civilians is a critical issue in African security. Nearly 600,000 civilians in 27 African countries have been massacred in the past two decades. Tens of millions more have been killed in battles, displaced, or perished from indirect causes of such attacks and the continent’s armed conflicts. Not only are civilians the main victims of Africa’s wars, but also an increasing number of United Nations (UN) Security Council resolutions have called upon peacekeepers to protect them. For many, civilian protection is the very essence of peacekeeping. This is a driving rationale behind the unanimously endorsed and UN-mandated ‘responsibility to protect’ principle— the idea that governments have a responsibility to prevent and curtail genocide, crimes against humanity, war crimes, and ethnic cleansing. Civilian protection is also a crucial part of forging durable political settlements because any peace agreement that tolerates continued violence against civilians will not provide a solid foundation on which to build legitimate governance structures.” This publication addresses challenges to protecting civilians in Africa’s war zones from violence, examples of previous peace operations and some lessons learned that could be applied in this situation, how civilian protection policies might be enhanced, suggested policies to implement, and more. In a new Council Special Report, Enhancing U.S. Support for Peace Operations in Africa, Paul D. Williams argues that greater U.S. involvement is necessary to enhance the quality and success of peacekeeping missions.

This book is a critical political and institutional reflection on UN peace operations. It provides constructive suggestions as to how the UN and the international system can evolve to remain relevant and tackle the peace and security challenges of the 21st century, without abandoning the principles that the UN was founded upon and on which the legitimacy of UN peace operations rests. The author analyses the evolving politics on UN peace operations of the five veto powers of the UN Security Council, as well as major troop-contributing countries and western powers. He investigates the move towards peace enforcement and counter-terrorism, and what consequences this development may have for the UN. Karlsrud issues a challenge to practitioners and politicians to make sure that the calls for reform are anchored in a desire to improve the lives of people suffering in conflicts on the ground—and not spurred by intra-organizational turf battles or solely the narrow self-interests of member states. Finally, he asks how the UN can adapt its practices to become more field- and people-centered, in line with its core, primary commitments of protecting and serving people in need.

Trends in the number and scope of peace operations since 2000 evidence heightened international appreciation for their value in crisis-response and regional stabilization. Peace Operations: Trends, Progress, and Prospects addresses national and institutional capacities to undertake such operations, by going beyond what is available in previously published literature. Part one focuses on developments across regions and countries. It builds on data- gathering projects undertaken at Georgetown University's Center for Peace and Security Studies (CPASS), the Stockholm International Peace Research Institute (SIPRI), and the Folke Bernadotte Academy (FBA) that offer new information about national contributions to operations and about the organizations through which they make those contributions. The information provides the bases for arriving at unique insights about the characteristics of contributors and about the division of labor between the United Nations and other international entities. Part two looks to trends and prospects within regions and nations.
