In 1995 a Conference is to be convened to review and extend the Treaty on the NonProliferation of Nuclear Weapons (NPT). The Future of the NPT brings together a distinguished group of individuals, including the elected President of the 1995 NPT Conference, to analyse four crucial agenda areas relevant to the Conference: the preConference activities to be undertaken by both States Parties and the Conference Secretariat; those security issues that relate to a review of the treaty, such as nuclear disarmament and security assurances; peaceful uses and verification questions; and regional issues. With nuclear nonproliferation currently occupying a prominent position on the international security agenda, the 1995 Conference offers a unique opportunity for a constructive discussion on these areas and it is hoped that this volume will provide a contribution to that end.

This book examines the politics of biological disarmament, focusing on the Biological Weapons Convention (BWC) as a treaty regime and the cornerstone of biological disarmament efforts. Biological weapons have long been banned, but the ban needs strengthening. The 1972 Biological Weapons Convention (BWC) is the cornerstone of this disarmament regime. After years of deadlock and disappointment its Sixth Review Conference in 2006 generated new hope that biological disarmament could be reinforced from within. This book studies the intricate diplomacy of the Sixth Review Conference as a key moment in the recovery of self-confidence by the treaty parties. It makes detailed proposals for developing an accountability framework and stronger institutions so that the treaty regime can work better. It examines alternative futures for the BWC and the trajectories to be avoided or encouraged in the short, medium and longer terms as its regime evolves. Controversially, by comparing treaty constraints on biological, chemical and nuclear weapons it restores the BWC firmly to the realm of disarmament rather than arms control and rescues it from misleading identifications with counterproliferation and counterterrorism models. This book will appeal to policy-makers, diplomats and students of biological weapons, weapons of mass destruction, international security and IR in general. Nicholas A. The author presided over the Nuclear Non-Proliferation Treaty Review and Extension Conference (NPTREC) in 1995, which decided to extend the treaty indefinitely. The conference also reviewed the performance of the treaty over the 1990-1995 period. This book is an analytical record of a major multilateral conference, involving 175 countries, that succeeded in adopting final decisions without a vote. With the 2005 review taking place in May 2005, amid major concerns over non-adherence to the treaty and non-disclosure by several states, this is a relevant dissection of elements that can lead to successful outcomes in such multilateral conferences.

There is almost universal support for the view that the world would be an even more dangerous place if there were to be more nuclear-weapon states. There would be more fingers on more triggers and, probably, a greater risk that a trigger might be pulled with incalculable consequences. It is easy to see, therefore, that there is a collective interest in avoiding the spread of nuclear weapons to further countries. Nations do not, however, normally undertake or refrain from actions because of such a collective interest; they do so because of their individual interests. This is especially true in the field of national security. A nation perceiving that it has a real interest in developing nuclear weapons is not very likely to refrain from doing so merely because it is told such development would be bad for the world community. If the global interest in avoiding the spread of nuclear weapons to more coun tries is to succeed, conditions that make it in the interest of each individual nation to renounce nuclear weapons need to be created or maintained. Fortunately, conditions have prevailed in which the vast majority of nations have seen an advantage in making legally binding nonproliferation commitments. An important rationale for many of these countries has been that these commitments would facilitate the transfer of desired civil nuclear technology.

The 1968 Nuclear Non-Proliferation Treaty is one of the most controversial instruments in international law. This text argues that countries with nuclear weapons misrepresent the Treaty to prevent other states from developing peaceful nuclear energy, holding back nuclear disarmament in the process.

As currently interpreted, it is difficult to see why the Nuclear Nonproliferation Treaty (NPT) warrants much support as a nonproliferation convention. Most foreign ministries, including that of Iran and the United States, insist that Article IV of the NPT recognizes the "inalienable right" of all states to develop "peaceful nuclear energy." This includes money-losing activities, such as nuclear fuel reprocessing, which can bring countries to the very brink of acquiring nuclear weapons. If the NPT is intended to ensure that states share peaceful "benefits" of nuclear energy and to prevent the spread of nuclear bomb making technologies, it is difficult to see how it can accomplish either if the interpretation identified above is correct. Some argue, however, that the NPT clearly proscribes proliferation by requiring international nuclear safeguards against military diversions of fissile material. Unfortunately, these procedures, which are required of all non-nuclear weapons state members of the NPT under Article III, are rickety at best. Each chapter of this book is dedicated to clarifying the NPT's key ambiguities, and the chapters are roughly structured to trace the NPT's text, article by article. The analysis set forth here was mostly written or commissioned by the Nonproliferation Policy Education Center. Much more, of course, could have been included in this book. But rather than seeking to be comprehensive, the aim throughout is to provide a guide for both policymakers and security analysts. This guide should assist in navigating the most important debates over how best to read and implement the NPT and, in the process, spotlighting alternative views of the NPT that are sound and supportable.
