The Gap Between Technology Awareness And Adoption In Sub Saharan Africa A Literature Review For The Desira Project

This paper reviews different studies on technology adoption in sub-Saharan Africa to understand the determinants of low adoption of improved technologies, with a special focus on Malawi. This will in turn help explain why there is a gap between awareness and adoption of agriculture technologies. As evidenced from the results of the FGDs conducted in Malawi in 2018, despite the visible benefits of the new technologies, farmers often do not adopt or take a long time to adopt them. This creates a gap between awareness of agriculture technologies and their adoption. The existing literature from sub-Saharan Saharan Africa, demonstrates that adoption, as a decision-making process, is affected by farmers’ access to information, their financial and human capital, incentives and external programs, plus farmers’ attitude to risk.

An extensive literature has demonstrated that technologies in sub-Saharan Africa are largely inappropriate: that is, that they are typically capital- and import-intensive rather than labour- and local input-intensive. These technologies have created a pattern of development that is highly unequal, with widespread unemployment and under-employment. In this literature, however, relatively little attention has been paid to the institutions that govern the generation, adoption and use of technology. This book draws on historical analysis and case studies to evaluate how institutions in different countries, including those in Africa itself, generate technologies that vary in their characteristics and suitability for the region. Through these case studies, insight is gained into the characteristics of ‘appropriate’ institutions that might underlie a more balanced pattern of technology and development than currently exists. The findings of the book clearly confirm a major tenet of institutionalist theory: namely, that institutions developed in one set of circumstances are unlikely to be appropriate to conditions in a markedly different set. This book will be of interest to economists, social historians and anyone with an interest in modern African development.

This book is a critical-cultural evaluation of educational technology adoption in Sub-Saharan Africa, including projects such as the OLPC (One Laptop Per Child). It presents efficient ways of improving education delivery among low-income communities through designing and implementing congruent educational technologies that incorporate social and cultural proclivities. Ezumah defines technology with regards to pedagogy, and seeks to debunk the assumption that educational technology consists only of digital and interactive options. Additionally, she argues for a narrative paradigm shift aimed at validating analog technologies as equally capable of providing necessary and desired educational objectives and outcomes for communities who cannot afford the digital alternatives. By comparing African educational systems in precolonial, colonial, and post-colonial times and incorporating the history of technology transfers from the Global North to South, the book highlights cultural imperialism, development theory, neocolonialism, and hegemonic tendencies.

The Future of Work in Africa focuses on the key themes of creating productive jobs and addressing the needs of those left behind. It highlights how global trends, especially the adoption of digital technologies, may change the nature of work in Sub-Saharan Africa by creating new opportunities and challenges. It argues that, contrary to global fears of worker displacement by new technologies, African countries can develop an inclusive future of work, with opportunities for lower-skilled workers. Harnessing these opportunities is, however, contingent on implementing policies and making productive investments in four main areas. These are enabling inclusive digital technologies; building human capital for a young, rapidly growing, and largely low-skilled labor force; increasing the productivity of informal workers and enterprises; and extending social protection coverage to mitigate the risks associated with disruptions to labor markets. This companion report to the World Bank’s World Development Report 2019 concludes with important policy questions that should guide future research, whose findings could lead to more inclusive growth for African nations.

Abstract: Since the industrial revolution, advances in science and technology have continuously accounted for most of the growth and wealth accumulation in leading industrialized economies. In recent years, the contribution of technological progress to growth and welfare improvement has increased even further, especially with the globalization process which has been characterized by exponential growth in exports of manufactured goods. This paper establishes the existence of a technology trap in Sub-Saharan Africa. It shows that the widening income and welfare gap between Sub-Saharan Africa and the rest of world is largely accounted for by the technology trap responsible for the poverty trap. This result is supported by empirical evidence which suggests that if countries in Sub-Saharan Africa were using the same level of technology enjoyed by industrialized countries income levels in Sub-Saharan Africa would be significantly higher. The result is robust, even after controlling for institutional, macroeconomic instability and volatility factors. Consistent with standard one-sector neoclassical growth models, this suggests that uniform convergence to a worldwide technology frontier may lead to income convergence in the spherical space. Overcoming the technology trap in Sub-Saharan Africa may therefore be essential to achieving the Millennium Development Goals and evolving toward global convergence in the process of economic development.

FinTech is a major force shaping the structure of the financial industry in sub-Saharan Africa. New technologies are being developed and implemented in sub-Saharan Africa with the potential to change the competitive landscape in the financial industry. While it raises concerns on the emergence of vulnerabilities, FinTech challenges traditional structures and creates efficiency gains by opening up the financial services value chain. Today, FinTech is emerging as a technological enabler in the region, improving financial inclusion and serving as a catalyst for the emergence of innovations in other sectors, such as agriculture and infrastructure.

Through country case studies centred around Sub-Saharan Africa; this book provides critical insights into why science and technology should be popularised; what and whose science and technology systems should be introduced and promoted; and how science and technology should be implemented and practised.
