How government can forge dynamic public-private partnerships All too often government lacks the skill, the will, and the wallet to meet its missions. Schools fall short of the mark while roads and bridges fall into disrepair. Health care costs too much and delivers too little. Budgets bleed red ink as the cost of services citizens want outstrips the taxes they are willing to pay. Collaborative Governance is the first book to offer solutions by demonstrating how government at every level can engage the private sector to overcome seemingly insurmountable problems and achieve public goals more effectively. Based on hitherto overlooked archival material, this book reveals Nell Walden’s significant impact on the Sturm organisation through a feminist reading of supportive labour that highlights the centrality of collaborative work within the modern art world. This book introduces Walden as an ardent collector of modern and indigenous art and critically contextualises her own art production in relation to expressionist concepts of art and to gendered ideas on abstraction and decoration. Visual analyses highlight how she collaborated with professional and experimental women photographers during the Weimar era and how the circulation of these photographs served as a means to intervene in the public sphere of culture in interwar Germany. Finally, the book provides an analysis of Walden’s continuing work for Der Sturm after her voluntary exile from Germany to Switzerland in 1933 and highlights the importance of women’s supportive labour for the canonisation and institutionalisation of modern art in museums and archives. For more than one hundred years, governments have grappled with the complex problem of how to revitalize distressed urban areas. In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics.The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).

Climate change in the Arctic Ocean has stirred a remarkable surge of interest and concern. Study after study has revealed the astonishing speed of physical, chemical, ecological, and economic change throughout the expanse of the Arctic. What is more, the consequences of the changing Arctic are not restricted to the Arctic itself, but affect everyone in the Northern Hemisphere, ranging as they do from extreme weather to resource availability and food security, with implications for politics, economics, and sociology. Only by this means can we hope to map out a knowledge-based ecosystem and move toward knowledge-based resource management—the essential precondition for any sustainable future. In this book, leading international experts, from many felds of science and across the entire pan-Arctic region, give their specifc takes on where the Arctic Ocean is heading. All have taken care in their writing not to exclude non-experts, in the conviction that multi- and transdisciplinarity can only be achieved when communication and outreach are not tribal in nature. The recurrent guiding theme throughout these pages is “Whith -er the Arctic Ocean?” Taken in concert, the essays synthesize the current state of scientifc knowledge to project how climate change may impact on the Arctic Ocean and the continents around it. How can and how should we prepare for the imminent future that is already lapping at the threshold of the commons? What readers will hopefully take from this multi- and transdisciplinary endeavor is not the individual perspective of each contribution, but the picture that emerges across the entire suite of essays.
