The Greater Mekong Subregion 2030 And Beyond

This publication provides an analysis of key challenges and opportunities for the Greater Mekong Subregion (GMS) to realize its development goals by 2030 and beyond. While the six member countries have made impressive gains in recent decades, much remains to be done to close the gap with the world's most advanced economies. The GMS needs to further integrate into the global economy, significantly upgrade production and exports, enable cities to be engines of growth, and improve the quality of road infrastructure and connectivity.

The Greater Mekong Subregion Economic Cooperation Program Strategic Framework 2030 (GMS-2030) aims to strengthen regional cooperation and integration in critical areas. GMS-2030 builds upon recognized strengths with a project-led approach that will benefit the community, support connectivity, and improve competitiveness. It also emphasizes the challenges of the coronavirus disease and aims to ensure that government strategies are conducive to a robust recovery in the medium term and beyond. Based on decades of success and program experience, GMS-2030 provides continuity, but will be updated, as necessary, to reflect evolving global or regional forces that may impinge on GMS development prospects.

This report shows how the Lao People’s Democratic Republic (Lao PDR) can leverage its regional position to boost trade, increase agriculture, and harness the power of its cities to promote inclusive and equitable growth. Analyzing the Lao PDR’s production and trading structure, it details the Greater Mekong Subregion’s plan to improve competitiveness, community, and connectivity in order to converge income and living standards between members. Outlining the need for structural transformation, it discusses the potential for the Lao PDR to upgrade its value chain positioning, diversify its industries, and capitalize on regional cooperation to achieve its development targets.

Urban populations are projected to increase from 54% to 66% of the global population by 2050, with close to 90% of the increase concentrated in Asia and Africa. Cities and towns---a growing source of greenhouse gas emissions---will need to address challenges posed by climate change. A nature-based approach in identifying climate change vulnerabilities and developing relevant adaptation options was conducted in three towns of the Greater Mekong Subregion. Working with local governments, nongovernment organizations, women's groups, and professional associations, town-wide adaptation measures were defined by overlaying climate change projections on town plans and zoning schemes for strategic infrastructure. This publication captures valuable experience and lessons from the project.

This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Towards Malaria Elimination - A Leap Forward was started to mark the occasion for renewed commitment to end malaria transmission for good (the WHO's call for "Malaria Free World" by 2030). This book is dedicated for the benefit of researchers, scientists, program and policy managers, students and anyone interested in malaria and other mosquito-borne diseases with the goal of sharing recent information on success stories, innovative control approaches and challenges in different regions of the world. Some main issues that emerged included multidrug-resistant malaria and pandemic risk, vaccines, cross-border malaria, asymptomatic parasite reservoir, the threat of Plasmodium vivax and Plasmodium knowlesi, insecticide resistance in Anopheles vectors and outdoor malaria transmission. This book is one little step forward to bring together in 17 chapters the experiences of malaria-expert researchers from five continents to present updated information on disease epidemiology and control at the national/regional level, highlighting the constraints, challenges, accomplishments and prospects of malaria elimination.

Infrastructure is essential for development. This report presents a snapshot of the current condition of developing Asia's infrastructure---defined here as transport, power, telecommunications, and water supply and sanitation. It examines how much the region has been investing in infrastructure and what will likely be needed through 2030. Finally, it analyzes the financial and institutional challenges that will shape future infrastructure investment and development.
