For decades since the formation of the defense establishment under the 1947 National Security Act, all U.S. cabinet departments, national security agencies, and military services involved in providing for the common defense have struggled to overcome differences in policy and strategy formulation, organizational cultures, and even basic terminology. Modern insurgency warfare presents fresh challenges for the United States, which must re-conceptualize its approach to fighting such conflicts. Because the dominant characteristics of insurgency--protractedness and ambiguity--effectively stymie the American military's approach to war, the United States needs to reorient its strategic thinking. The key to success is not for the U.S. military to become better at counterinsurgency, but for the U.S. military (and other elements of the government) to be skilled at helping local security and intelligence forces become effective at it. Since September 2001, the United States has waged what the government initially called the global war on terrorism (GWOT). Beginning in late 2005 and early 2006, the term Long War began to appear in U.S. security documents such as the National Security Council's National Strategy for Victory in Iraq and in statements by the U.S. Secretary of Defense and the Chairman of the JCS. The description Long War—unlimited in time and space and continuing for decades—is closer to reality and more useful than GWOT. Colonel Robert Cassidy argues that this protracted struggle is more correctly viewed as a global insurgency and counterinsurgency.
