This book assesses the strategic linkages that the Korean Peninsula shares with the Indo-Pacific and provides a succinct picture of issues which will shape the trajectory of the Korean Peninsula in the future. This book analyses how critical actors such as the United States, China, Russia and Japan are caught in a tightly balanced power struggle affecting the Korean Peninsula. It shows how these countries are exerting control over the Korean Peninsula while also holding on to their status as critical actors in the broader Indo-Pacific. The prospects of peace, stability and unity in the Korean Peninsula and the impact of this on Indo-Pacific power politics are explored as well as the contending and competing interests in the region. Chapters present country-specific positions and approaches as case studies and review the impact of power politics on stakeholders’ relationships in the Indo-Pacific. This book considers both Koreas - North Korea and South Korea - to examine possible pathways for the years leading up to 2032 and beyond, thus offering a composite picture of Korea and its strategic relevance in Asia and the world at large. Through a combined South-North Olympic team and an effort of jointly hosting the Games, Republic of Korea president Moon Jae-in has marked the year 2032 as special in the future of the Korean Peninsula. Although the International Olympic Committee (IOC) has expressed scepticism about a combined hosting of the Games, the expectation in Korea is that this event will underline the shared destiny of the people inhabiting the peninsula and realign two states still caught in an ideologically fraught civil conflict that is one of the last vestiges of the Cold War. Chapters begin with a brief historical review and analysis of the present, before moving to consider how these will shape the next decade, drawing comparative and complementary analyses. No matter how contrasting the contemporary trajectories of both North and South Korea might appear, ‘Korea’ as a singular entity is an old concept still containing great possibilities. The North Korean economy cannot sustain its population. Absent fundamental economic reforms, it will never be able to do so. Hence North Korea will require sizable external support for the foreseeable future. South Korea, China, Japan, and the United States have been willing to provide this support because they fear a collapse in the North or, even worse, a lashing out that would unleash war on the peninsula and put millions of people in Asia in jeopardy--including thousands of US troops stationed in South Korea and Japan. The status quo is thus closer to extortion than charity. In this volume, a diverse group of contributors analyze prospective developments on the Korean peninsula. The authors first address the three broad strategic possibilities of war, collapse, and gradual adjustment. Four immediate policy issues are then considered: the current economic conditions and policies in the North, the food crisis, the nuclear energy/nuclear weapons issue, and the possibility of large-scale refugee flows. Traditional histories of the Korean War have long focused on violations of the thirty-eighth parallel, the line drawn by American and Soviet officials in 1945 dividing the Korean peninsula. But The interrogation rooms of the Korean War presents an entirely new narrative, shifting the perspective from the boundaries of the battlefield to inside the interrogation room. Upending conventional notions of what we think of as geographies of military conflict, Monica Kim demonstrates how the Korean War evolved from a fight over territory to one over human interiority and the individual human subject, forging the template for the U.S. wars of intervention that would predominate during the latter half of the twentieth century and beyond. Kim looks at how, during the armistice negotiations, the United States and their allies proposed a new kind of interrogation room: one in which POWs could exercise their "free will" and choose which country they would go to after the ceasefire. The global controversy that erupted exposed how interrogation rooms had become a flashpoint for the struggles between the ambitions of empire and the demands for decolonization, as the aim of interrogation was to produce subjects who attested to a nation's right to govern. The complex web of interrogators and prisoners -- Japanese-American interrogators, Indian military personnel, Korean POWs and interrogators, and American POWs -- that Kim uncovers contradicts the simple story in U.S. popular memory of "brainwashing" during the Korean War

This Task Force report comprehensively reviews the situation on the peninsula as well as the options for U.S. policy. It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.

In the West, interest about Korea is often limited to its unnatural division and the peculiar regime in the North of the Peninsula. However, its culture is rich, its history a thousand years-old, its land populous, and its economy spectacularly growing. How is it possible that such a country, a key figure in the recent history of Asia would only call to mind advanced technology or nuclear threat? This book is drawn from the personal experiences of the author, who lived in South Korea and experienced it two different times, in 2000 and 2010, and had the possibility of going back in 2017. In all his time there, he tasted all the characteristics, the contradictions, merits and defects of this halved and impenetrable country.
