Excerpt from The League of Nations, the Principle and the Practice It is undeniable that the great mass of intelligent people of Europe and America have come to the belief, as a result of the catastrophe that befell the civilized world in 1914, that a different international organization from the one existing at that time was essential to the peaceful development of humanity. This opinion crystallized into a demand for a league of nations of some kind, and the problem of organizing such a league was given precedence over all the other problems that were pressing for attention at the Peace Conference. The Covenant of the League has been adopted by the Conference and will shortly go to the signatory states for ratification. Ought it to be ratified? The answer to this question can be given only after we have decided what we mean by the thing itself. Graham Wallas has said: "It is this last relation between words and things which makes the central difficulty of thought about politics. The words are so rigid, so easily personified, so associated with affection and prejudice; the things symbolized by the words are so unstable." The cry has gone up for a league of nations. But what do we mean by a league of nations? Is it something new, or have there been similar proposals in the past? Before 1914, or during the war, had the nations developed institutions which pointed the way to a league? What is the philosophy underlying a league of nations? How shall the League be organized? More important still, what are the actual duties which the League should be called upon to perform? For only in so far as it functions continuously, will the League of Nations be a vital thing.
