The Legacy Report

Following a two-year absence the Science and Technology Committee was re-formed in October 2009 to conduct cross-departmental scrutiny of science and technology. This report summarises the Committee's work of this session. It also reviews the historical landscape of science scrutiny in Parliament across the work of predecessor committees, and documents the impacts they have had on policy and the culture of scientific debate within Westminster. The Committee highlight several inquiries and reports that have had significant impact in informing legislative decisions and holding government to the standard of evidence based policy making.

In the mid-1980s, the Abella Commission on Equality in Employment and the federal Employment Equity Act made Canada a policy leader in addressing systemic discrimination in the workplace. More than twenty-five years later, Employment Equity in Canada assembles a distinguished group of experts to examine the state of employment equity in Canada today. Examining the evidence of nearly thirty years, the contributors – both scholars and practitioners of employment policy – evaluate the history and influence of the Abella Report, the impact of Canada’s employment equity legislation on equality in the workplace, and the future of substantive equality in an environment where the Canadian government is increasingly hostile to intervention in the workplace. They compare Canada’s legal and policy choices to those of the United States and to the UN Convention on the Rights of Persons with Disabilities, and examine ways in which the concept of employment equity might be expanded to embrace other vulnerable communities. Their observations will be essential reading for those seeking to understand the past, present, and future of Canadian employment and equity policy.

The Goldstone Report is one of the most controversial UN reports ever published. It alleges that both Israel and Hamas committed atrocities when Israel invaded Gaza in January 2009 as a part of Operation Cast Lead. Justice Richard Goldstone, a celebrated South African and Jewish human rights lawyer, oversaw the UN fact-finding mission after the invasion. What Goldstone found, and later published, caused a maelstrom within Israel and the international community at large. Goldstone was demonized by many who claimed bias, intimating the report unfairly vilified Israel. Though the findings are of enormous historical, political and moral significance, few have actually read the document in its entirety—thus the furious political debate that mushroomed in the wake of its publication has supplanted any true understanding of the report’s discoveries. The Goldstone Report: The Landmark Investigation of the Gaza Conflict of 2008-2009 will change this. Edited by three progressive American Jews, Adam Horowitz, Lizzy Ratner and Philip Weiss, The Goldstone Report is an edited and annotated edition of the report that contains analysis, original essays and a context for the debate.

In this report the Committee has set out key elements of its work over the 2010-15 Parliament. The Committee believes that it is crucial that select committees follow up their work and do not simply see the publication of a report as the end of the process of scrutiny. Scrutiny should not end with the Dissolution of Parliament. The Scottish Government was clear that the 2014 referendum on independence would be a once generation event, but that does not mean that the relationship between Scotland and the rest of the United Kingdom will remain unchanged. The recommendations of the Smith Agreement will be implemented during the course of the next Parliament. The major package of legislation, and the revised fiscal framework that will accompany it, will require careful and detailed scrutiny, as will any proposals to go further that the Smith Commission envisaged.
