Russia and China claim to have established a "strategic partnership". Jennifer Anderson argues that this relationship merely overlays a diplomatic agenda established in the late 1980s, and that China's pragmatic, limited approach (coupled with Russia's domestic economic and political difficulties) have meant that the Sino-Russian strategic partnership is unwieldy and imprecise.

Russia's foreign policy experience in the first post-Soviet decade was marked by disappointments as well as surprising turns. Expectations that Russia would join the Western powers as an equal partner were frustrated, while relations with the People's Republic of China warmed considerably. Today, Russia's relationship with China is an important component of its overall foreign policy orientation, as the two states - one greatly diminished, the other clearly on the rise - have found themselves sharing an interest in curbing the power of the United States. In analyzing Russia's evolving foreign policy vis-a-vis China, the author takes into account the legacy of Soviet-era precedents; the simultaneous processes of economic policy change and integration into global economic structures; and military relations. By shedding light on the role of political realism, decision makers, and exogenous factors in Russian foreign policy, this analysis of an important bilateral relationship contributes to the larger project of understanding international relations and the dynamics of domestic and foreign policy change.

This open access book examines Russia-China relations across a variety of civilian and military areas of cooperation. Leading experts in the field present empirical case studies covering a wide range of strategic cooperation areas between Russia and China, such as technological, military, economic and political cooperation. The contributing authors shed new light on Chinese and Russian strategic goals, external push and pull factors, and mutual perception shifts, and discuss the options for Western countries to influence this development. This book analyses the evolution of the relationship since the watershed moment of the Crimean crisis in 2014, and whether or not a full-blown military alliance, as hinted in late 2020 by President Putin, is indeed a realistic scenario for which NATO will have to prepare. It will appeal to students and scholars of international relations, political decision-makers, as well as anyone interested in Eurasian politics and the potential military-strategic impact of a Russian-Chinese alliance for NATO.

As economic, military and nuclear powers, the Russian Federation and the People's Republic of China remain two important players in world politics, Despite warmer relations today, Russia and China still do not trust each other and their current partnership is just a marriage of convenience, Three decades ago, relations between these nations were characterized by extreme hostility and suspicion, Confrontations that followed in subsequent years led analysts to believe that a major war between them was unavoidable, In the 1990s, however, Russia and China were able to overcome their differences and gradually improved their relations, culminating in a strategic partnership in 1996, Now they cooperate on a wide range of issues including political dialogue, energy infrastructure development, technology transfer, arms trade, and scientific, educational and cultural exchanges, Current cooperation helps Russia and China to deal with many issues, such as U,S hegemonism, expansion of NATO, development of TMD and NMD systems, and the growing threat from radical Islam, Behind the summit diplomacy and high-level interactions, there are many issues that underline good relations and challenge the partnership in the future; the nature of the partnership remains dubious, and Russia and China will not form a formal alliance, Russia and China are determined to reach their near term goals, and, therefore, the partnership will be sustained in the near future, Yet, because the long term goals of Russia and China are quite different, even the current relationship will eventually unravel,

In April 1996, after over half a century of border disputes and deep-seated hostility, Russia and China entered into a "strategic partnership." The emergence of a Russia-China relationship will significantly affect international relations in a region already experiencing economic instability and political uncertainty. Based on the findings of a Study Group made up of American, Russian, and Chinese scholars, Limited Partnership explores the issues that will cement the budding relationship, including demilitarization, trade, and a shared view of regional and global issues. It also discusses future challenges to strategic cooperation, such as the disparity in the economic growth of the two countries, Chinese migration, political instability in the Russian Far East, and diverging interests in East and Central Asia. After setting out various forms that the Russia-China relationship might take, the report examines the likely impact of these scenarios and offers recommendations for U.S. policy.

"This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'."--Publisher's website.
