The Malaysian Experience Of Affirmative Action

Malaysia and South Africa implement the most extensive affirmative action programmes worldwide. This book explores why and how to effect preferential treatment which has been utilized in the pursuit of inter-ethnic parity, specifically in higher education, high-level occupations, enterprise development and wealth ownership. Through methodical and critical analyses of data on education, workforce and population, the book evaluates the primary objectives of increasing majority representation in education, employment, enterprise and ownership. The book also critically considers questions of the attainments and limitations of ethnic preferential treatment in reducing disparity, the challenges of developing capability and reducing dependency and the scope for policy reforms.

This Handbook deals with theoretical and empirical evidence on the economics of discrimination and affirmative action across the world, assessed over a variety of social identities, such as caste, race, ethnicity, gender, disability, age, tribal status. It also outlines methodological advances in this area, with plenty of additional references for the interested reader. It combines theoretical frameworks developed in the West with historical writings about discrimination and social justice from primarily Indian philosophers, aspects which are typically not found under one roof. This book is based on discussions from the Asian Regional Consultation on Social Cohesion and Conflict Management that was sponsored by the World Bank and the Asian Development Bank. Participants, speaking in their personal capacity, included representatives from government, civil society, and donor organisations. The papers included in this volume cite a multiplicity of traditional obstacles to social cohesion and integration in the region, ranging from xenophobic nationalism to poverty, socioeconomic disparities, gender inequality, and ethnic, religious, and cultural discrimination.
