The modern era’s Great Power Peace has come under severe strain in recent years. The seams of the western-based world political order have stretched to the point of breaking, with non-state actors rising in response to exploit the global climate of paralysis and uncertainty. Indeed, violence levels are at historically high levels that haven’t been seen since 2004. But what does the violence waged on Europe’s borders mean for European citizens and their leaders? HCSS has analyzed trends in political violence using various open-data sources and provides a forecast of civil war onset risk for the year 2017 using in-house forecasting models based on rich quantitative datasets and complex theoretical frameworks. Around the world in the twentieth century, political violence in emerging states gave rise to different kinds of silence within their societies. This book explores the histories of these silences, how they were made, maintained, evaded, and transformed. This book gives a comprehensive view of the ongoing evolutions and multiple faces of silence as a common strand in the struggles of state-building. It begins with chapters that examine the construction of "regimes of silence" as an act of power, and it continues through explorations of the ambiguous limits of speech within communities marked by this violence. It highlights national and transnational attempts to combat state silences, before concluding with a series of considerations of how these regimes of silence continue to be extrapolated in the gaps of records and written history. This volume explores histories of the composed silences of political violence across the emerging states of the late twentieth century, not solely as a present concern of aftermath or retrospection but as a diachronic social and political dimension of violence itself. This book makes a major original contribution to international history, as well as to the study of political terror, human rights violations, social recovery, and historical memory.

In this book, Vincenzo Ruggiero offers a typology of different forms of political violence. From systemic and institutional violence, to the behaviour of crowds, to armed conflict and terrorism, Ruggiero draws on a range of perspectives from criminology, social theory, political science, critical legal studies and literary criticism to consider how these forms of violence are linked in an interdependent field of forces. Ruggiero argues that systemic violence encourages more institutional violence, which in turn weakens the ability of citizens to set up political agendas for change. He advocates for a reduction of all types of violence, which can be enacted through fairer distribution of resources and the provision of political space for contention and negotiation. While liberal-democratic states like America, Britain and Australia claim to value freedom of expression and the right to dissent, they have always actually criminalized dissent. This disposition has worsened since 9/11 and the 2008 Great Recession. This ground-breaking study shows that just as dissent involves far more than protest marches, so too liberal-democratic states have expanded the criminalization of dissent. Drawing on political and social theorists like Arendt, Bourdieu and Isin, the book offers a new way of thinking about politics, dissent and its criminalization relationally.
