The Micro Foundations Of Institutional Change In Reform China

In revisiting the forty year history of reforms to China’s state-owned enterprises (SOE), the book assesses the experiences of this process of reform and scrutinizes how this has helped advance the country’s economy overall. The author finds that China’s SOE reform not only commits to institutional innovation within the corporation in terms of operating mechanisms, management structure, legal organization and the economic system of the enterprise; but that it is also underpinned by a series of policies that highlight an increasing market orientation. The measures have given rise to a benign interaction between enterprise reform and market development, while switching the SOE’s role from appendages of government organs under a planned economic system to more autonomous entities that integrate public ownership and the market economy. In this regard, SOE reform’s success in constructing a modern enterprise system serves as the micro-foundation and core of an improved socialist market economic system. "This book argues that any institution that can efficiently solve the problems of collective action and accountability is able to uphold quality governance in local communities, regardless of their nature and origins. The respective performance of different types of institutions, however, is contingent upon the characteristics of the social environment in which they are embedded. Such social environment characteristics are, in turn, closely shaped by the structural features of the local communities. This book further argues that, among a variety of factors that might have contributed to the structural transformation of rural communities, the most salient is a major phenomenon witnessed in many developing countries: rural-urban migration. More specifically, in local communities with distinct levels of outward migration, community members' contextualized choices between indigenous relation-based and imposed rule-based institutions for local governance issues are likely to unfold in different ways. This generates distinct dynamics of institutional change in these communities with varying communal structures. This book examines the role of institutions in China’s recent large-scale economic, social and political transformation. The book argues that, although the importance of institutions in China’s rapid economic growth and social development over the past 30 years is widely acknowledged, exactly how institutions affect changes in particular national and historical settings is less well understood. Unlike existing literature, it offers perspectives from a variety of disciplines - including law, economics, politics, international relations and communication studies – to consider whether institutions form, evolve and change differently according to their historical or cultural environments and if their utilitarian functions can, and should be, observed, identified and measured in different ways. The book discusses China’s political and legal institutions; the international institutions with which China engages; institutions promoting science and technology; media companies; and local institutions including the household registration system. It also examines how institutions themselves have been formed, changed and re-formed over recent decades, and suggests theoretical and methodological adjustments in institutional analysis to allow a fuller understanding of the institutional dynamics of China’s transformation.

Wang proposes and applies an innovative analytical framework to study the institutional continuity and changes in China. China's recent economic reforms have led to impressive growth, and an unprecedented enthusiasm for establishing foreign enterprises in China. Since 1993, China has been the second largest recipient of foreign direct investment in the world and is now considered to be the world's third biggest economy. Its greater economic integration with the rest of the world, especially since its accession to the World Trade Organisation (WTO), has further accelerated its market-oriented economic reforms. China is now opening its protected markets and beginning to submit to the rule of international law. This ongoing transition and increasing participation in the world economy has resulted in significant changes in human resource management and social welfare practices in China's enterprises. This title was first published in 2000: This work provides a new insight into china's township and village enterprises (TVEs). It views the governance structure of TVEs as effectively combining the comparative advantage of local government officials in external management and of dual firm managers in internal management to overcome imperfections in both market and government during the transitional period. Through extensive field investigation analysis and case studies, this work shows that the governance structure of TVEs has been evolving during the past fifteen years. To adapt to the changing environment, TVEs have continuously innovated firm contractual form from a government official dominant fixed-wage form to a partnership style profit-sharing form, then to a privatization oriented fixed-rent form. This work develops a complete model to explain how the central government’s partial reform efforts in market liberalization have become the driving force to induce the contractual form innovation, and to explicate how heterogeneity in firms’ technical structures and in local economic settings may affect local government’s decisions regarding contractual form innovation. Using the author’s unique data set, the model simulations predict that the development in the whole market system will result in the diffusion of contractual form innovation and lead to an 'induced privatization’ in this sector. The following empirical studies show this to be a powerful prediction and the progress toward such ’induced privatization' can be expected in China in near future. This research work provides a rich empirical study on China’s institutional transition towards a market system. It explains how a bottom-up endogenous, instead of top-down exogenous, property rights reform can be realized in transitional economies. This work will serve as a valuable reference for researchers and students in economics, economic development and institutional economics - and especially for those interested in research.
